The Israeli navy on Monday morning kidnapped two Palestinian fishermen and confiscated the boat they were aboard off the northwestern shore of Gaza City.
Local sources told WAFA news agency that Israeli gunboats started to open machinegun fire around fishing boats as they were working within four nautical miles off the coast of al-Sudaniya area to the north of Gaza City.
They added that Israeli navy soldiers rounded up two men aboard one of the fishing boats and then towed it to the nearby Israeli port of Ashdod.
The identities of the two detained fishermen are still unknown.
Israeli gunboats are around Gaza fishermen almost every day, harassing them, shooting at them, damaging their boats, and making arrests.
Sometimes fishermen are killed or injured during gunfire attacks.
Under the 1993 Oslo accords, Palestinian fishermen are permitted to fish up to 20 nautical miles off the coast of Gaza.
Over the past 18 years, however, Israel has reduced the fishing area gradually to a limit of three nautical miles as part of its blockade on Gaza.
But fishermen and human rights groups say that, since the 2008-09 war in Gaza, the Israeli army regularly enforces a limit even closer to the shore.

Three Palestinians were injured on Friday evening in clashes with the Israeli occupation forces (IOF) near the eastern borders of the Gaza Strip.
Spokesman of Gaza's Ministry of Health, Ashraf al-Qedra, said that three Palestinian youths were moderately injured after being targeted with tear gas canisters fired by the IOF soldiers at the demonstrators to the east of Jabalia refugee camp in the northern Gaza Strip.
Dozens of Palestinians demonstrated on Friday near the border fence separating the Gaza Strip and the 1948 occupied Palestinian territories in protest at the decade-long blockade imposed on the coastal enclave.
The IOF soldiers fired tear gas canisters and live and rubber bullets at the protesters who responded by throwing stones and Molotov cocktails.
Palestinians in the Gaza Strip are ordered to stay at least 300 meters away from the eastern border line. Israel calls this area "the buffer zone" and whoever approaches it gets shot or arrested.

Many Israeli military vehicles invaded, on Tuesday morning, Palestinian agricultural lands, east of the al-Qarara town, northeast of Khan Younis, in the southern part of the Gaza Strip, and uprooted them while firing live rounds.
The WAFA Palestinian News Agency has reported that at least three armored bulldozers and three tanks left the Kissufim military base, across the border fence northeast of Khan Younis, and advanced approximately 100 meters into the farmlands.
WAGA added that the soldiers bulldozed some sections of the invaded lands, especially near the border fence, and installed sand hills, while firing many live rounds at random.
The invasion is part of ongoing violations carried out by the army against the Palestinians in the besieged and impoverished coastal region.

Israeli occupation forces (IOF) stationed behind the eastern border fence on Sunday evening opened fire at Palestinian farmers working in their lands located to the east of Khan Yunis in the southern Gaza Strip.
A local source said that the IOF heavily opened fire at the farmers forcing them to leave their lands with no injuries reported.
Limited incursions and shootings are carried out every now and then east of the Gaza Strip by the IOF in a flagrant violation of the ceasefire agreement that was concluded under Egyptian auspices after the 2014 Israeli war on Gaza.

Less than a week after senior Hama official Hassan Yousef’s release from Israeli prison, where he had been held for 22 months, he has expressed Hamas’ new interest in engaging in a long-term cease-fire.
“Hamas is prepared to make a long-term cease-fire with the Israeli occupation, in return for it allowing the residents of Gaza to live like all other people in the world with everything that they need,” he said to The Jerusalem post, according to PNN.
The senior Hamas official, who helped found Hamas, has reportedly hosted local Palestinians at his home close to Ramallah, and spoken with senior Hamas officials in Gaza on the telephone. Yousef assures that there are no need for worrying about Hamas’ commitment to a future cease-fire.
“We are a movement that holds firmly to its commitments,” he said. “Since the last war [in 2014], we have not been firing rockets into Israel – that is because of strategic calculations, but also because we are beholden to our commitments.”
Although with new interest in corporation for a more peaceful area, Yousef points out that the cease-fire will only be a reality if Israel stops blockading the Gaza Strip and their supplies, where 1.9 million people are exposed to collective punishment.
The Israeli blockade of Gaza has taken place throughout the last 10 years, where the Israeli military controls the import and export in the Gaza Strip, which results in comprehensive damage on their economy.
Yousef emphasized this issue by addressing the problem of the Israeli military declining the inhabitants of the Gaza Strip to cross the border: “ I mean the Israeli occupation needs to allow for freedom of movement – going and coming for travelers, students, sick people, expatriates, and all others who desire to move – exports and imports and everything else. It needs to lift its oppressive siege,” he said.

Israeli armored bulldozers on Tuesday morning infiltrated into a limited area to the east of Gaza City and started to level tracts of land, under military protection.
According to eyewitnesses, four bulldozers advanced into an agricultural area east of al-Shuja’iyya neighborhood and embarked on razing plots of land, while other military vehicles and tanks were seen providing them with protection from a distance.
Gazan farmers incur heavy losses as a result of Israel’s repeated military incursions into their agricultural lands, which are located along the besieged enclave’s borderline with the 1948 occupied territories.

Paramedics and media crews at the location minutes after the attack on the beach that killed the four Bakr children as they were playing on the beach.
The Legal Center for Arab Minority Rights in Israel, Al Mezan Center for Human Rights (Gaza), and the Palestinian Center for Human Rights (Gaza) sent a letter [PDF] on 20 August 2017 to senior Israeli legal officials demanding that they respond to the appeals submitted against the closure of the investigation into the 2014 killing of four children on a Gaza beach and order the military to hand over materials from its investigation.
On 16 July 2014, during the military offensive that Israel termed “Operation Protective Edge”, the Israeli forces fired missiles that killed four children of the Bakr family – Ahed (10 years), Zakaria (10 years), Mohammed (11 years) and Ismail (10 years) – while they were playing soccer on Gaza City’s fishermen’s beach. Six other civilians were also wounded in the missile attack, including four children from the Bakr family.
This incident was witnessed by foreign journalists covering the 2014 Gaza war and it received widespread global media coverage.
Two days later, Adalah and Al Mezan sent a letter to the Israeli defense minister, the military advocate general, and the attorney general, demanding an investigation into the killing of the Bakr boys. Almost one year later, on 11 June 2015, the Israeli army announced the closure of the investigation without further measures. Two months after that, in August 2015, the organizations filed an appeal on behalf of the victims’ families demanding access to investigatory materials and a reopening of the probe. The Israeli authorities have failed since then to respond to the request.
The Palestinian Center for Human Rights (PCHR) in Gaza also submitted a complaint and later an appeal to the AG against the MAG’s decision to close the case in August 2015. Despite providing the military with additional materials, sending several reminders and requesting access to the investigatory materials, PCHR was also unable to get any response from the MAG or the State Attorney regarding this case.
In their 20 August 2017 letter to Osnat Mendel, director of the Supreme Court Department in the Israeli State Attorney’s Office, the three human rights organizations also demanded Israeli Attorney General Avichai Mandelblit issue a decision on the appeals against the closure of the Bakr boys investigation.
Attorneys Muna Haddad and Tamim Younis wrote in their letter that this case exemplifies Israel’s flawed investigation system and unwillingness to genuinely carry out an investigation:
“This is an unreasonable delay highlighting a lack of willingness on the part of [Israeli] authorities to conduct an effective investigation. They are essentially thwarting any possibility of conducting such an investigation. The obligation to investigate any suspicion of war crimes is anchored in international law. An investigation must comply with the universal principles of independence, effectiveness, promptness, impartiality and transparency… The nature of this investigation and the unreasonable foot-dragging when it came to responding to parents’ appeals are a gross violation of these international standards.”
The human rights organizations also stressed that the ineffective nature of the Israeli investigative system grants de facto immunity to military figures involved in the incident:
These unjustifiable delays and investigative “failures threaten to thwart any chance of bringing to justice those responsible for the killing of civilians and the violation of international humanitarian law.”

Several Israeli military vehicles invaded, on Monday morning, Palestinian farmlands in the eastern part of Khan Younis, in the southern part of the Gaza Strip, and bulldozed them, while firing live rounds and using smoke screens.
The WAFA Palestinian News Agency has reported that at least three armored bulldozers and six tanks advanced more than 100 meters into the Palestinians lands, and bulldozed sections close to the border fence, in addition to installing sand hills.
It added that the soldiers fired many live rounds, and used smoke screens to conceal their vehicles while bulldozing the lands.
The Israeli army carries out repeated invasions into Palestinian lands, close to the border fence, in the northern and eastern parts of the besieged Gaza Strip, and prevent the farmers from entering their lands.
Such attacks are frequently accompanied by assaults targeting Palestinian fishers and their boats, in Gaza territorial water, leading to casualties, abductions and property damage.

The Independent British newspaper said that "An incredible 96 per cent of Gaza’s water supply is unsafe to drink, as its only aquifer is contaminated by sewage and the coastal enclave’s three desalination plants are in effect offline".
In a report on Saturday, the newspaper said, “The Strip’s burgeoning water and electricity crises have taken their toll, and three years on since Israel’s war on Gaza, it’s clear things in the Strip are getting worse, rather than better”.
“July report from the UN found that 10 years into the siege, the Gaza Strip is now “unlivable”, and de-developing quicker than expected”, the report stated.
It added that when the Israeli aggression on Gaza ended on 26 August 2014 – after the deaths of 2,200 Palestinians, Israel vowed to change course on Gaza.
“Yet nothing has come of the promises to increase travel permits to let Palestinians out of the “open-air prison”; fewer people are granted permission to leave the Strip than in 2014, even for medical reasons. The crossing into Egypt also remains closed”, the report highlighted.
Only a third of the some 11,000 homes destroyed in the 2014 war have been rebuilt, the Norwegian Refugee Council estimated recently. The economic knock-on effects of two wars and ten years of Israeli sea and land blockades have led the Gazan economy to effectively collapse, unemployment is sky-high at 41 per cent, rising to 60 per cent for the young, and the threat of Israeli force's air strikes is constant.
The power is often only on for three hours a day. Hospitals have warned the blackouts endanger patients’ lives, and since many households rely on electric pumps for their water, millions have difficulty washing, cooking and doing laundry, the report concluded.
