He also noted that Israel has been deliberately trying to launch its attacks when there is a meeting of Arab Summit, the Arab League, the Organization of Islamic Cooperation, or the Non-Aligned movement, as if it wants to tell these institutions that their conferences are useless.
Rizqa expressed his regret concerning the inaction of the international, regional and Arabic institutions stressing that their silence has been encouraging the Israeli aggression.

Euro-Mid denounced Israeli warships' deliberate act of attacking and dumping Palestinian fishing boats within the permissible fishing zone; endangering the lives of fishermen and civilians onboard the boats.
Euro-Mid Observer for Human Rights has distributed a video recording captured by a journalist working for Media Town. The Video shows two Israeli worships pursuing five Palestinian fishing boats owned by Gazan citizens in the Gazan waters. The footage was recorded at 10: 30 Tuesday morning, August 28. Euro-Mid condemned the ruthless attack of the Israeli warships which directly endangered the lives of Palestinian fishermen. |
Meanwhile, Euro-Mid warned against the continuation of such barbarous practices in the absence of international monitoring and deterrence. Euro-Mid considered the attack one of the many systematic practices used by Israel to destroy the fishing sector in the Gaza Strip, a sector that sustains more than 70,000 residents at time of high levels of unemployment and poverty due to Israeli siege.
Euro-Mid noted the attack occurred within the three nautical mile limit set by Israeli military. The fishing boats shown in the video, in fact, were chased at a distance of less than two nautical miles from shore which is an evident violation of the international law and the Israel's own law.
A detailed report by Euro-Mid was issued last May concluded that Israeli authorities did not only limit the permissible fishing zone, but also intended to prevent a great number of fishermen( around 3600) from practicing their own trade freely and safely, even within the permissible 3-mile limit, using its warships.
Euro-Mid report documented an estimate number of 150 violations per year committed by Israel against Gaza fishermen including arbitrarily arrests and shootings, in addition to dumping, vandalizing, and confiscating fishing boats.

A member of the Palestinian resistance movement Islamic Jihad has been killed in an Israel drone attack inside Egypt, security sources say.
According Egyptian security sources in northern Sinai, Ibrahim Owida Nasser was hit by a missile fired by an Israeli drone on Sunday while riding his motorcycle in the Bedouin area south of the village of Al-Kasia, about 15 kilometers far from the Israeli-Egyptian border.
Nasser had been detained briefly last week as part of a sweeping military crackdown in the Sinai Peninsula. The crackdown came after gunmen killed 16 soldiers and injured many others in an attack on a border outpost on August 5.
Palestinian sources have quoted Egyptian officials as saying that Tel Aviv decided to carry out assassination drone attacks inside Egypt after Cairo failed to counter gunmen in the Sinai region near Egypt’s border with Israel and was forced to agree a deal with them.
Hundreds of Palestinians, mostly civilians, have been killed in Israeli drone attacks in Gaza. But Israel's targeted killings in Egypt are almost rare.
According to the Palestinian Center for Human Rights, 825 Palestinians have been killed in Israeli drone strikes in the Gaza Strip over the past five years.
The group also said that most of the victims had been targeted mistakenly or caught in the shrapnel shower resulting from the strikes.
On August 5, Eid Hijazi, a member of the Popular Resistance Committees, was killed in an Israeli drone attack in the southern Gaza city of Rafah. Another person was also injured in the attack.

Israeli President Shimon Peres said on Monday that those firing rockets from Gaza into southern Israel "will pay".
Speaking at the opening of the Sha'ar Hanegev Technological High School, at the start of the Israeli school year, Peres said, "If they fire, we will fire. Hamas and all terrorist organizations affiliated with Hamas in Gaza will pay the price for trying to harm innocent people and disrupt the opening of the school year in communities surrounding the Gaza Strip."
"Hamas needs to know that there will be strong repercussions from Israel if it persists in firing rockets at Israeli children," the President said, according to The Jerusalem Post.
Seven rockets have been fired into southern Israel from the Gaza Strip in recent days, including three on Monday. No one was injured in the attacks.
Israel invaded the Gaza Strip at the end of 2008, using rocket attacks from Gaza as justification. 28 Israelis were killed, and hundreds more injured, by rockets between 2001 and 2009, according to the BBC. Over 1300 Palestinians, the majority civilians, were killed in the Gaza War.
Peres praised the students of the school, and those who live in the south of Israel in general, for continuing with their lives as normal, despite the attacks. "The State of Israel is proud of you," he said.

Victim required eight stitches
East Jerusalem residents claim three armed men assaulted them in Tel Aviv parking lot. MK Tibi: Hunting season for Arabs is upon us.
Two east Jerusalem teens are claiming they were assaulted by three men in Tel Aviv earlier this week in what could be another case of racist violence after last week's Jerusalem lynch. One suffered a head injury and required eight stitches and the other sustained light wounds.
Suhib Hushia, 19, said he and his friend were assaulted on their way back from a Tel Aviv beach as they stopped at a parking lot to ask for directions.
"Suddenly three armed men approached us and started yelling at us," he recalled. "We explained we were looking for directions but they shouted at us to leave."
According to Hushia, one of the men was wearing a spike glove and slapped his friend. The three then assaulted Hushia using various objects he was unable to see.
Suhib's brother reported that damage was caused to the victims' car. He noted that the two had called the police and Magen David Adom but that no forces were sent to the scene as the operators could not understand the two who do not speak Hebrew.
He noted that officers at the Jerusalem police station, where they tried to file a complaint after the incident, told them to return later in the day as there was no Arabic-speaking officer. "This shows us the police's powerlessness in dealing with racist assaults against Arabs."
"I thought I was going to die," Subib said, adding that the assailants had called him a "dirty Arab" and other swear words.
MK Ahmad Tibi (United Arab List Ta'al) said in response, "Hunting season for Arabs is at its height with support from a rightist government and racist Knesset." He blamed the Israel Police for allowing hate crimes against Arabs to happen.
"Imagine Israel's response had the tables been turned and a Jew was lynched at an Arab town. We are outraged and appalled over the wave of racist violence sweeping the country sponsored by the Right."
Police said that no complaint was made in the case.
"Three men arrived at the station. An officer noticed contusions on their bodies and advised them to get medical treatment and then file a complaint at the Jerusalem police station, which is nearer to their place of residence," the Tel Aviv District Police spokeswoman said. She added that police are working to trace the assailants.
