144 Palestinian civilians, including 53 children, 3 women, 2 paramedics and a journalist, were shot and injured by Israeli occupation forces’ (IOF) fire against peaceful protestors at the 81st Great March of Return (GMR), this Friday, 01 November 2019.
The increased number of injuries in this week’s GMR protest reflects an escalation in IOF use of excessive force, as 73 civilians sustained live-bullet-injuries – including 4 in critical condition- in addition to other injuries by rubber bullets and tear gas canisters mainly in protesters’ upper bodies. Today’s protest was titled “Down with the Balfour Declaration” as it coincided with its 102nd anniversary. The Balfour Declaration was made by former British Foreign Affairs Secretary Arthur Balfour declaring “the establishment in Palestine of a national home for the Jewish people.” Large crowds |
participated in the protest, as thousands of civilians joined across the 5 GMR encampments raising the Palestinian flag and chanting.
The protests lasted from 14:00 to 18:30 and involved speeches and folklore performances. Hundreds of civilians protested at varied distances from the Gaza border with Israel, where some protestors set tires attempted to throw stones, Molotov Cocktails and firecrackers at IOF, who responded with live and rubber bullets as well as tear gas canisters.
Since the outbreak of GMR on 30 March 2018, PCHR documented 214 civilian killings by IOF, including 46 children, 2 women, 9 persons with disabilities, 4 paramedics and 2 journalists. Additionally, IOF shot and injured 14,599 civilians, including 3,646 children, 386 women, 252 paramedics and 218 journalists, noting that many sustained multiple injuries on separate occasions.

Israeli tanks and warplanes on Thursday night bombed several resistance sites in the Gaza Strip with no casualties reported.
An Israeli army spokesman said that they targeted two Hamas-owned posts near the eastern border of the Gaza Strip.
He claimed in a brief statement that the attacks came in response to a rocket fired earlier from the Gaza Strip toward neighboring Israeli settlements.
Army Fires Artillery Shells Into Gaza
Israeli soldiers fired, on Thursday at night, several artillery shells and rounds of live ammunition, east of Gaza city, causing excessive property damage.
Media sources in Gaza said the soldiers fired shells into two buildings, reportedly used by the al-Qassam Brigades, the armed wing of Hamas, causing damage to the structures and some surrounding buildings.
They added that the attack did not lead to casualties, while firefighters and rescue teams rushed to the two sites.
In addition, the soldiers fired dozens of rounds of live fire at a site east of the al-Boreij refugee camp, in central Gaza, while military drones flew across the eastern parts of the coastal region.
The Israeli army issued a brief statement claiming it was responding to shells fired from the Gaza Strip, into nearby Israeli areas.

An Israeli soldier was sentenced on Monday to a month of community service for killing a Palestinian child during a Great Return March protest in the occupied Gaza Strip.
The Middle East Monitor reported that the soldier – whose name has been banned from publication – was convicted by a military court in relation to the death of 14-year-old Othman Hilles, who was shot during a demonstration on 13 July 2018.
It is the first conviction in connection to the huge number of casualties among Great Return March demonstrators, with Israeli forces shooting more than 7,000 with live fire since March 2018.
Despite Hilles being shot while unarmed and posing no threat to Israeli soldiers, the soldier was only convicted of “disobeying an order leading to a threat to life or health”, as opposed to manslaughter. The military court sentenced the soldier to one month community service, as well as a demotion.
The shooting of Hilles was captured on film, likely a factor in the soldier being brought to trial at all. This is the first conviction of an Israeli soldier for killing a Palestinian unarmed demonstrator in Gaza – although there have been more than 200 Palestinian civilians killed in the past two years of demonstrations.
According to the Times of Israel, the soldier – a sniper from the Givati Brigade – was not convicted of a more serious offense like manslaughter “as military prosecutors were unable to collect sufficient evidence connecting his gunshot to [the boy’s death]”.
The Israeli military spokesperson confirmed the conviction in a statement, saying that the soldier “fired at a Palestinian rioter who climbed the border fence…without obtaining permission from his commanders while not following the rules of engagement or the instructions given to him earlier”.
Euro-Med: Light Sentencing of Israeli Soldier is a ‘Green Light to More Violations’
The Israeli sharpshooter who killed an unarmed Palestinian teen in Gaza, was sentenced to 1 (one) month of community service, was described by Euro-Mediterranean Human Rights Monitor (Euro-Med) as ‘a green light to more violations’.
Othman Rami Helles, 15, was shot in the torso, on the 13th of July 2018, during weekly Palestinian protests along the eastern Gaza-Israel perimeter fence.
This is the first time an Israeli soldier has been convicted by Israel of killing an unarmed Palestinian in the Great Return March protests. Hundreds of unarmed Palestinians, including journalists, paramedics, women and children, have been killed, maimed, or permanently disabled with direct orders from commanding officers.
The convicted soldier admitted to shooting the teenager without permission from his commanders, in violation of Israel’s own rules of engagement.
“Deviating from orders was likely the main reason for his indictment rather than the act of killing a non-violent protester,” said Euro-Med.
“While holding Israeli soldiers accountable for crimes perpetrated against Palestinians is a step in the right direction, the Euro-Mediterranean Human Rights Monitor finds the sentencing to be entirely disproportionate with the criminal act of killing an unarmed child protester, and may encourage other IDF soldiers to follow the lead of the incriminated sniper, knowing that the consequences are negligible and lenient,” Euro-Med said in its statement.
“A month of community service for the death of a person is not deterrent enough to stop the killings,” calling for greater sanctions on Israeli soldiers who unlawfully kill Palestinians.
“Israeli security forces operate with near impunity, facing few repercussions for abusive and illegal actions, such as beatings and killings. The Euro-Med Monitor is concerned that the court’s decision will encourage further killings and questions the impartiality of the Israeli judiciary,” it said.
“Euro-Med Monitor calls on the Israeli judiciary to exercise greater scrutiny of such cases and strive to uphold the rule of law.”

Three Israeli military tanks and two armored bulldozers invaded, earlier Tuesday, Palestinian agricultural lands, east of the al-Maghazi refugee camp, in central Gaza, and bulldozed sections near the perimeter fence.
Media sources said the vehicles came from a nearby military base, across the fence, and that they also fired sporadic bursts of live ammunition.
They added that the military bulldozers uprooted sections of the invaded lands, close to the fence, and withdrew shortly afterward.
The Israeli army frequently invades and bulldozes Palestinian lands near the fence, in border areas across the eastern parts of the coastal region, and repeatedly opens fire on the farmers to force them away.
The attacks also include constant violations, including the use of live ammunition, against the fishermen in Palestinian territorial areas.

Israeli gunboats on Saturday morning attacked Palestinian fishermen and their boats off the coast of Gaza City.
According to local sources, gunboats opened machinegun fire at fishing boats as they were working off the shores of Gaza City and forced them to return ashore.
No casualties or material damage have been reported during the shooting attack.
Israeli gunboats are around Gaza fishermen almost every day, harassing them, shooting at them, damaging their boats, and making arrests. Sometimes fishermen are injured or killed during gunfire attacks.
Under the 1993 Oslo accords, Palestinian fishermen are permitted to fish up to 20 nautical miles off the coast of Gaza, but since then Israel has kept reducing the fishing area gradually to a limit of three nautical miles as part of its blockade on Gaza.
Fishermen and human rights groups also say that since the 2008-09 war in Gaza, the Israeli army has been regularly enforcing a limit even closer to the shore.
