Gaza Division spotted and disabled an explosive device on the Gazan side of the security fence that they believe was planted in the past few days or weeks.
The IDF disabled an explosive devise on Wednesday afternoon that was laid out about 100 meters away from the security fence on the western side (Gaza side) in the northern Gaza Strip.
There were no injuries or damages during the operation.
The event was a rare one to occur along the border with Gaza since the end of Operation Protective Edge about half a year ago. The explosive device planted to target soldiers was also an unusual find. The IDF assesses that the explosive device was laid out in the last couple of days or recent weeks.
Ever since the explosive device was discovered in the area between the Gazan neighborhood of Sajaiyeh and the Israeli Kibbut Nahal Oz, a lookout was established to monitor the device. After the device was disabled, it was taken for further examination. The explosive device was set up on the Gaza "perimeter" – an area close to the security fence which Palestinians are prohibited from entering and moving about in.
This restriction is violated on an almost daily basis, even on the Israeli side, by shepherds who approach the fence. On the Gazan side, Palestinian activists or Palestinians who attempt to cross the fence on purpose, in order to get caught and remain in Israeli prisons instead of in Gaza. In these cases, IDF soldiers shoot warning shots in order to distance those who come close to the fence. For this reason the fence was expanded between Israel and Gaza – at certain points it was replaced with a new fence that is 8 meters taller, similar to the fence that was built on the border with the Egyptian Sinai.
The IDF has also identified movement by Hamas militants near the part of the fence bordering Kibbutz Nahal Oz. According to the IDF, some of the militants were spotted armed with Kalashnikovs, who attempt to keep order and distance away Palestinians who try to get close to the fence.
IDF prepares for surprise attack
"We are prepared for any scenario, from a sniper attack like the one two months ago to a terrorist attack from a cave that could involve several terrorists," an officer from the IDF's Gaza Division told Ynet. "That's why we practice these scenarios often and do not let the relative calm mislead us. For us, the preparations are for an attack with no warning signs in advance," he continued. The Gaza Division predicts that Hamas has rearmed itself since the summer war and has not stopped building new terror tunnels or the production of rockets of varying ranges. "We spotted Hamas training sessions in the strip – there they train their activists," added the IDF officer.
On a daily basis, the IDF officer can see, without binoculars, what the residents of Nahal Oz and Netiv HaAsara can see from their windows: Hamas is rebuilding itself once again with new fronts to replace those that were destroyed by the IDF during the past summer's ground offensive.
In the neighborhood of Sajaiyeh, close to the Israeli Kibbutz of Nahal Oz, Palestinian tractors built new defense infrastructure and military positions close to dozens of homes that were destroyed from tank shelling and IDF machine guns.
Unlike the end of Operation Pillar of Defense – Palestinians gained the expansion of fishery and agriculture at ease – this time the IDF believes that Hamas has nothing to lose in the absence of any achievement from Operation Protective Edge. Aid money is coming into the Strip at low percentages, thousands of homes have been left destroyed and rehabilitation remains in the hands of Israel, through the Kerem Shalom crossing that will likely lead to the next round of escalation.

Israeli navy gunboats opened heavy machinegun fire at Palestinian fishing boats while working off the coast of Gaza at dawn Wednesday.
Palestinian sources told Quds Press that a number of Israeli gunboats opened fire at the Palestinian fishing boats off the northern Gaza Strip coast.
They said that the fishermen were forced to return to shore due to the intensive firing without completing their work. No casualties were reported among the fishermen.
The gunfire attack is the latest in a series of breaches of the ceasefire agreement signed in Cairo last August between the Palestinian resistance and Israel.

The gunfire attack is the latest in a series of breaches of the ceasefire agreement signed in Cairo last August between the Palestinian resistance and Israel.
The Israeli occupation forces (IOF) apprehended two Palestinian citizens for creeping through the border fence with Gaza and opened machinegun fire on Gazan lands in a renewed violation of the Cairo-brokered ceasefire deal.
A PIC correspondent quoted eye-witnesses as reporting that the IOF abducted two Palestinian youths who infiltrated the borders with Israel, moments before they showered Palestinian land lots east of the Bureij refugee camp with heavy volleys of machinegun fire.
The IOF kept reportedly chasing down the youngsters for dozens of meters before they ultimately captured and dragged them to an unidentified destination.
Meanwhile, IOF troops deployed across the West Bank kidnapped the coordinator for the anti-settlement popular committees Mohamed Muheissen at a military checkpoint erected in Ramallah city, activist Yousef Abu Mariya told the Quds Press.
Muheissen was transferred to a detention center in the Israeli illegal settlement of Ma’ale Adumim pending further interrogation.

Israeli warplanes carried out on Tuesday morning sudden and intense mock air raids over Gaza Strip.
Quds Press said squadrons of Israeli F16 planes flied over the blockaded Gaza Strip and launched sudden and intense mock raids in the morning hours.
Loud explosions were heard across the Strip, spreading fear and panic among residents, particularly children.
The raids coincided with the commencement of the Israeli general elections.
On July 7, 2014, the Gaza Strip was exposed to a large-scale Israeli military aggression that lasted for 51 days and killed over 2,311 Palestinians, mostly civilians. Thousands others were injured while thousands of houses were completely or partially destroyed.

The Israeli Occupation Forces (IOF) opened their machine gun fire at dawn Tuesday at Palestinian fishing boats off Gaza shores, while a number of farmers were targeted in a similar attack.
No injuries were reported during the two reported attacks on Tuesday morning.
Palestinian sources told Quds Press that Israeli war boats opened heavy fire at Palestinian fishing boats while sailing in the permitted fishing zone.
Due to the heavy gunfire, the fishermen were obliged to return to shore. No injuries were reported.
In a similar attack, Israeli soldiers stationed at Gaza boards opened fire Tuesday morning at Palestinian farmers while in their agricultural lands located at the border areas.
Eyewitnesses said that the gunfire attack coincided with unusual movements of Israeli troops along the border areas and heavy flights of Israeli helicopters over the area.
Israel has routinely violated the Palestinian-Israeli truce agreement since it was signed on Aug. 26 that ended the Gaza war. Harassment of farmers and fishermen forms just a part of Israel’s continued violations of the ceasefire deal.

Israeli soldiers, stationed on military towers across the border fence with the Gaza Strip, fired on Tuesday morning, several rounds of live ammunition on homes and lands, in border areas of the coastal region, and kidnapped two Palestinians near Gaza border fence.
The Maan News Agency said the soldiers fired live rounds targeting the Sheja’eyya, Zeitoun and Juhr ed-Deek areas, causing property damage.
The attack did not lead to casualties, but forced the residents to leave their lands, and homes, fearing additional escalation.
In addition, the Israeli army said it arrested two young Palestinian men near the border fence, east of the al-Maghazi refugee camp, in central Gaza.
Two tried to enter Israeli to search for work, especially under the dire conditions, destruction and poverty in the besieged Gaza Strip, and were taken prisoner, just as they crossed the border fence.
On Monday morning, soldiers stationed across the border fence with Gaza, fired rounds of live ammunition at Palestinian homes, and farmlands, east of Khan Younis, in the southern part of the Gaza Strip.
On Saturday at dawn, Israeli navy ships opened fire on a number of fishing boats in Palestinian waters, in the Sudaniyya Sea area, northwest of Gaza City.
On Saturday, March 7, a fisher was killed by Israeli Navy fire in Gaza territorial waters, and two others were kidnapped.

The official UN death-toll for the 2014 war shows that 1,549 Palestinian civilians were killed in comparison to four Israelis, and 504 Palestinian children were killed for one Israeli child.
PNN reports that, in the Gaza Strip, the seven weeks of hostilities between Palestinian armed groups and the Israeli military, during July and August 2014, resulted in an unprecedented level of loss and human suffering, which aggravated the already fragile situation that preceded the conflict.
A total of 1,549 Palestinian civilians, a third of them children, were killed and around 11,000 people were injured; 13 per cent of the housing stock was damaged or destroyed, including some 20,000 homes totally destroyed or rendered uninhabitable, leaving over 100,000 people displaced; unexploded ordnance spread over Gaza pose a serious threat to the life of Palestinians and humanitarian workers; and access to already insufficient basic services has been further undermined. Four Israeli civilians were killed during the hostilities and hundreds injured.
Gaza remains in crisis, with most of the 100,000 made homeless by last year's war still homeless. The United Nations has had to suspend assistance to families made homeless by the war because of a $600 million shortfall in promised donations.
The ban on exports has no plausible justification on grounds of Israel's security. It leaves factories idle and most Gazans dependent on food aid.
The ban on import of construction materials causes huge hardship (most of the 100,000 made homeless by the war are still homeless).
The restrictions on humanitarian aid (running at half the pre-blockade levels) is another form of collective punishment.
It's true that some building materials can be used for military purposes, but this is a vicious circle. The more the Israelis attack Gaza, the more that Palestinians in Gaza want to be defended. The result can be that it strengthens rather than weakens support for Hamas.
In any case what is the alternative? The West Bank has been demilitarised for more than 10 years with the Palestine Authority police enforcing a strict ban on arms of all kinds, but what has been their reward? This has just eased the way to the Israelis stealing more land to build settlements, ransacking and demolishing homes, turning a blind eye to settler violence, putting peaceful demonstrators in jail and killing hundreds of Palestinians. The Gazans see what has happened in the West Bank and do not want to be defenceless.
The Palestine Liberation Organisation renounced violence nearly 30 years ago but their strategy of non-violence only makes sense if it is backed by international action to put pressure on Israel to end settlement-building and land theft and allow an independent Palestinian state within viable and secure borders. It is our failure to deliver our part of the bargain that is the trouble.

Israeli naval forces shot and killed a Palestinian fisherman who was fishing west of Gaza city, in unclear circumstances. On another 30 occasions, Israeli forces opened fire at Palestinian boats sailing near the Israeli-imposed 6 nautical mile fishing limit, including one incident resulting in the injury to two fishermen and in damage to their boat, and another in the detention of six fishermen.
Two Palestinians were injured by explosive remnants of war (ERW) in Gaza, including a farmer northwest of Rafah city and a man in his house in Nuseirat Refugee Camp. Since the ceasefire of August 2014, 11 Palestinians, including a child, were killed in ERW incidents, and another 42, including 16 children, were injured.
The Egyptian authorities opened the Rafah crossing in both directions for one day (9 March), allowing 361 Palestinians, mainly patients and students, to leave and 956 people to cross into Gaza. The crossing has been continuously closed since 24 October 2014, following an attack in Sinai, except for 12 days on which it was opened, but with restrictions.
Funding Needs
US$ 175 million has been pledged in support of UNRWA's emergency shelter programme, for which a total of US$ 720 million is required. This leaves a current shortfall of US$ 545 million. UNRWA urgently requires US$ 100 million in the first quarter of 2015 to allow refugee families with minor damage to repair their homes and to provide ongoing rental subsidies.
As presented in UNRWA's oPt Emergency Appeal, for its 2015 emergency operations in Gaza, the Agency is seeking USD 366.6 million, including USD 127 million for emergency shelter, repair and collective centre management, USD 105.6 million for emergency food assistance, and USD 68.6 million for emergency cash-for-work. Crossings
The Israeli blockade of Gaza entered its 8th year in June 2014 and continues to have a devastating effect as access to markets and people's movement to and from the Gaza Strip remain severely restricted. The economy and its capacity to create jobs has been devastated, with the majority of the population becoming dependent on humanitarian aid to meet basic needs. The number of Palestine refugees relying on UNRWA for food aid has increased from fewer than 80,000 in 2000 to almost 868,000 today.
Gaza: Facts and Figures
1.26 million refugees out of 1.76 million total population
8 refugee camps
Almost 12,500 staff
252 schools for almost 240,000 students
21 health centres
16 relief and social services offices
12 food distribution centres for almost 868,000 refugees
Living under a tightened land and sea blockade since 2007
Shattered local economy
Long standing restrictions on movement of people and goods has led to a de-development of Gaza
Potentially unliveable place by 2020.

The Israeli Occupation Forces (IOF) on Monday afternoon opened machinegun fire at a Palestinian rally to the east of Gaza calling for accelerating Gaza reconstruction.
The National Movement Committee for Breaking the Siege and Reconstruction organized at noon a massive rally, east of Rafah, with the participation of the owners of houses destroyed by the IOF. The rally demanded acceleration of the reconstruction process and lifting the siege on Gaza.
Local sources said that Israeli soldiers, stationed east of Gaza, opened fire and tear gas intensively at the protesters and luckily, no casualties were reported except for some participants who fainted as a result of inhaling tear gas and were treated in the field.
The attack is another episode in the series of Israeli daily violations of the Cairo-brokered truce accord signed in the wake of last summer’s offensive on the besieged coastal enclave, which killed over 2,300 Palestinians, mostly civilians.

Hamas afternoon Sunday called on the international institutions to join ongoing initiatives aimed at building a hospital in Rafah city, south of the blockaded Gaza Strip.
Hamas spokesman, Sami Abu Zuhri, said in statements on Facebook that the moment has come by to rescue Rafah city, urging the world’s activists and institutions to take part in ongoing endeavors to build a medical complex in the area.
Abu Zuhri stressed the group’s readiness to provide all necessary data for the concerned parties.
Over 162 Palestinians were mass-murdered in Rafah in one single day and night during last summer’s Israeli offensive on the besieged coastal enclave, he said, adding that half of the casualties succumbed to their wounds due to acute shortages in medical staff and kit.
A so-called “Friday massacre” perpetrated by the Israeli occupation in Rafah last summer, took away the lives of dozens of Gazan civilians, most of whose bodies were stored in vegetable refrigerators.

Israeli soldiers, stationed across the border fence, fired on Sunday morning rounds of live ammunition at Palestinian homes, and farmlands, east of Khan Younis, in the southern part of the Gaza Strip.
The Palestinian News & Info Agency (WAFA) has reported that the soldiers, stationed on military towers across the border, east of Khuza’a town to the east of Khan Younis, fired smoke bombs and a number of live rounds, causing property damage.
WAFA added that the farmers fled their lands following the shooting; no injuries were reported.
The army frequently attacks farmers and workers, in Palestinian lands and areas close to the border fence in the northern and eastern parts of the coastal region, and prevents them from entering their lands.
Israeli Navy ships also frequently attack Palestinian fishing boats in Gaza territorial waters, and even while docked on shore.
Besides property damage, the attacks repeatedly led to casualties and arrests of the fishers, in addition to confiscating their boats.
On Saturday at dawn, Israeli navy ships opened fire on a number of fishing boats in Palestinian waters, in the Sudaniyya Sea area, northwest of Gaza City.

Ambassador Mohamed al-Imadi on Saturday urged the donor countries to meet their Gaza reconstruction pledges.
Al-Imadi, the head of the Qatari committee for the reconstruction of Gaza, said in an interview with the Anadolu news agency that several counties broke their promises to assist the Gaza reconstruction process.
He pointed out the ongoing Qatari and international initiatives to boost up the reconstruction process, citing the 10-million-dollar batch donated by Washington and other aids pledged by European and Arab states to that very end.
Earlier, some 2.6 billion dollars had been pledged for the reconstruction of Gaza in the Cairo donor conference.
The Qatari official said the Qatari government has been up to all the promises it has made, adding: “This is not a favor to Gaza. This is a national and religious duty. This is the least we can do. Much is still needed by Gaza.”
Al-Imadi, who arrived in Gaza via the Beit Hanoun (Erez) crossing on Monday afternoon, spoke out against Egypt’s closure of the Rafah crossing.
Coordination has been underway with the Palestinian and Israeli sides to allow raw materials and building kit access into the Strip so as to press ahead with the launch of the Qatari-backed reconstruction projects, including the 1,000 housing units funded by the one billion dollar grant pledged by Qatar in the Cairo conference, he added.
Al-Imadi announced his intents to pop in the West Bank on Wednesday and meet representatives from the Palestinian Authority over possible aid mechanisms.
He further vowed that Qatar will work on finding a way out of the power crisis rocking the blockaded Gaza Strip.
Over 28,366 housing units sustained partial or total damage in Israel’s 51-day offensive launched on Gaza last summer that killed some 2,200 Palestinians.

The Qatari official said the Qatari government has been up to all the promises it has made, adding: “This is not a favor to Gaza. This is a national and religious duty. This is the least we can do. Much is still needed by Gaza.”
