The Palestinian Center For Human Rights (PCHR):The term “buffer zone” in land and at sea is used for land and sea areas, which were unilaterally and illegally declared by Israeli forces as areas with no access along the eastern and northern borders and in the sea of the Gaza Strip following the Israeli Disengagement Plan in 2005.
In violation of the provisions of the international humanitarian law, the Gaza Strip’s population are denied access to their property in the “buffer zone” in land while the fishermen are prevented from sailing and fishing in the “buffer zone” at sea.
The area of the buffer zone vary from time to time according to the Israeli forces declarations, without taking in consideration the international law that bans any changes to the occupied territories.
According to Israeli forces instructions, the “buffer zone” extends to an area ranging between 100 to 1,500 meters in some eastern land borders, while ranges between 3 to 9 nautical miles in the Gaza Strip sea.
Israeli forces expanded the fishing area in the Gaza Strip from 3 to 6 nautical miles following the ceasefire agreement post November 2012 Israeli offensive. However, there is conflict over the Access Restricted Area (ARA) in land, which increases the risks endured by the Palestinian civilians.
In a statement on his official website, the Israeli Coordinator of Government Activities in the Territories (COGAT) declared that fishermen could now access the sea up to 6 nautical miles offshore, and that farmers could now access lands in the border area up to 100 meters from the border fence.
However, both references have since been removed from the statement, which obviously indicates the Israeli forces retreat of the above-mentioned ceasefire.
On 21 March 2013, the Israeli forces’ spokesperson announced re-reducing the fishing area allowed for Palestinian fishermen from 6 nautical miles to 3 nautical miles. The same announcement also included the re-expansion of the “buffer zone” in land up to 300 meters. However, on 21 May 2013, the Israeli authorities decided to allow fishermen to sail up to 6 nautical miles.
Following the latest Israeli offensive on the Gaza Strip in 2014, a ceasefire agreement between Israel and Palestinian armed groups was brokered by the Egyptian government, which allowed fishermen to sail up to 6 nautical miles. However, the Israeli naval forces have not allowed fishermen to sail up to this limit.
The Palestinian Centre for Human Rights (PCHR) observed that all the Israeli attacks have taken place within less than 6 nautical miles. On 07 March 2015, the Israeli naval forces declared via loud speakers that the allowed fishing area reduced to 4 nautical miles and warned Palestinian fishermen from approaching this area along the Gaza Sea.
On 01 April 2016, the Israeli authorities expanded the fishing area from 6 to 9 nautical miles between the area from Gaza valley to the southern Gaza Strip, while denied access to more than 6 miles in the other areas. On 03 May 2017, the Israeli authorities allowed fishermen to fish up to 9 nautical miles, instead of 6 nautical miles in the Sea in Gaza City and the northern Gaza Strip.
According to field updates followed up by PCHR, the Israeli occupation forces have escalated their attacks against the Palestinian civilians, including farmers and fishermen, and prevented them from safe and free access to their lands and fishing areas.
This constitutes a violation of their rights according to the international human rights standards, including their right to security, personal safety and protection of their property, their right to work, the right to adequate standard of living, and the right to the highest attainable standard of health.
Enforcing the “buffer zone” through the use of live fire which has often led to direct targeting of civilians, is a war crime, where killings under these circumstances constitute a wilful killing in grave violation of the Geneva Conventions of 1949.

Israeli soldiers shot, on Thursday evening, three young Palestinian men during protests against the siege, east of Khan Younis, in the southern part of the Gaza Strip.
Medical sources in Gaza have confirmed that the soldiers shot three Palestinians with live rounds, causing moderate wounds.
They added that the soldiers also fired high-velocity gas bombs, causing several Palestinians to suffer the effects of teargas inhalation.
Many Palestinians burnt tires near the fence to obscure the sniper vision of the soldiers, and hurled stones across the perimeter fence, in addition to using fireworks.
On Thursday at dawn, a child, identified as Saifeddin Emad Abu Zeid, 15, died from serious wounds he suffered late on Wednesday evening, after Israeli soldiers shot him with a live round, and injured several others, during a protest on Palestinian lands, close to the perimeter fence, east of Gaza city.

Israeli warplanes at dawn Thursday waged aerial attacks on sites near the seaport in the coast area of Khan Younis, south of the Gaza Strip, with no reported casualties.
A reporter for the Palestinian Information Center (PIC) said that an Israeli drone fired one missile at the area around the seaport in the west of Khan Younis and later targeted the same place with another missile.
About half an hour later, Israeli warplanes carried out two air raids on the same spot.
The sound of explosions resulting from the airstrikes caused panic among the Palestinian civilians living nearby.
During the last four days, the Israeli occupation army launched several aerial attacks on different sites in Gaza, mostly belonging to the Palestinian resistance.
The Israeli army claimed its attacks on Gaza were in response to the launch of balloons carrying incendiary materials or explosive devices towards Israeli areas.

Five Palestinian young protesters suffered bullet injured on Wednesday when Israeli soldiers attacked a night anti-siege rally staged east of the Gaza border.
A reporter for the Palestinian Information Center (PIC) said that Israeli soldiers behind the security fence east of al-Shuja’iyya neighborhood in Gaza intensively fired live ammunition and tear gas grenades at youths participating in a night protest.
He added that five of the protesters were injured, one of them seriously.
A spokesman for the health ministry affirmed that one of the five wounded protesters suffered a serious bullet injury in the head and was admitted to the intensive care unit at al-Shifa Hospital.
Dozens of Gazan young men marched to the March of Return camp in Malaka area in the east of al-Shuja’iyya neighborhood, where they torched tires, used loudspeakers to play national songs and sirens, and flashed laser beams at soldiers behind the border fence.
Organizers say such night rallies are aimed at creating confusion among Israeli forces on the border and pressuring Israel to lift its blockade on Gaza.
The night protests are part of a resurgence in border demonstrations following a brief lull after Egypt, Qatar and UN officials have failed to broker a long-term truce between Hamas and Israel.

Israeli soldiers attacked, on Monday evening, many Palestinian protesters on lands near the perimeter fence, in the Central District of the besieged Gaza Strip.
Media sources said dozens of Palestinians protested east of the al-Boreij refugee camp, and burnt tires, before the soldiers fired several live rounds, gas bombs and concussion grenades at them.
The Palestinians also used fireworks and hurled stones at the soldiers.
On Friday, February 22, 2019, Israeli army sharpshooters shot and killed a Palestinian child, identified as Yousef Sa’id ad-Daya, 14, participating in the weekly Great Return March protests, in the Gaza Strip.
On Monday at dawn, Israeli soldiers killed two Palestinians, identified as Yousef Raed Anqawi, 20, and Amir Mahmoud Darraj, 20, and injured a third Palestinian, near Kafr Ni’ma village, west of the central West Bank city of Ramallah.
Palestinian sources said that the incident was a traffic accident, and not a ramming attack as the military claims, as the driver and his passengers could not see the soldiers before hitting them with the car.
The Palestinian car slid due to the wet road, before it struck the army jeep, they added.
Khaldoun ad-Deek, the head of Kafr Ni’ma Village Council, said the accident happened in an area of a difficult terrain with rough and curvy roads.

At least three Palestinians were injured on Sunday night as the Israeli occupation forces opened fire at dozens of peaceful protesters on Gaza border.
Spokesman for the Ministry of Health Ashraf al-Qedra said that three Palestinian youths were injured by Israeli gunfire.
A local source told the PIC reporter that the Israeli forces heavily fired live ammunition and tear gas bombs at the protesters injuring three of them.
The Great March of Return's night demonstrations were halted in November 2018 after Israel had vowed to ease the blockade imposed on the Gaza Strip by expanding the fishing zone, allowing Qatari financial aid into the enclave, and offering other facilities.
Israel showed no commitment to the understandings reached under the auspices of Egypt, Qatar, and the United Nations, so the night demonstrations were resumed weeks ago.
The Palestinian youths taking part in the night protests, who also call themselves "night confusion units", usually fly fire balloons and kites over the border fence, launch fireworks, and chant national songs during the night.
The night confusion units say that their goal is to confuse the Israeli soldiers stationed at the border and keep them on permanent alert.

Dozens of Palestinian young men participated in renewed nighttime “confusion” rallies on Saturday in border areas in northern and southern Gaza.
Local sources told the Palestinian Information Center (PIC) that the Israeli occupation forces behind border fences showered the young protesters with tear gas grenades and opened fire at them as they were rallying in the east of Rafah (south) and Beit Hanoun (north).
Several protesters reportedly suffered from their exposure to tear gas fumes during the events.
A PIC reporter in Gaza said that the protesters torched tires, used loudspeakers to play national songs and sirens, and flashed laser beams at soldiers behind the border fences.

Jeremy Corbyn, leader of the United Kingdom Labor Party and the country’s opposition, on Friday, called upon the UK to freeze arms sales to Israel and to condemn it for killing Palestinian civilians in Gaza.
In a tweet, Corbyn said, “The UN says Israel’s killings of demonstrators in Gaza – including children, paramedics and journalists – may constitute ‘war crimes or crimes against humanity’.”
He added, according to WAFA, that the “UK government must unequivocally condemn the killings and freeze arms sales to Israel.”
Corbyn’s statement came after UN investigators accused Israeli forces of intentionally firing on civilians and committed war crimes in their lethal response to Palestinian demonstrations in Gaza.
The independent Commission of Inquiry, set up last year by the UN’s human rights council, said that Israeli forces killed 189 people and shot more than 6,100 others with live ammunition near the fence that divides the two territories.
The panel said in a statement that it had found “reasonable grounds to believe that Israeli snipers shot at journalists, health workers, children and persons with disabilities, knowing they were clearly recognizable as such”.

Israeli drones fired, on Saturday evening, two missiles into a site, near the perimeter fence, in the eastern area of Central Gaza. Several Palestinians, including medics, suffered the effects of teargas inhalation in Rafah.
Media sources said the missiles struck a structure between the cities of Deir al-Balah in central Gaza, and Rafah, in the southern part.
They added that the missiles caused serious damage, and a fire, but did not lead to casualties.
The Israeli army claimed it was retaliating to “flammable balloons” that were flown from Gaza into lands in colonies near the fence of the besieged coastal region.
In related news, many Palestinians suffered the severe effects of teargas inhalation near the fence in Rafah, after the soldiers fired a barrage of high-velocity gas bombs at them.
Most of the wounded Palestinians were treated by medics, while some of them were moved to Abu Yousef Najjar hospital, in Rafah, for further treatment.
The Health Ministry in Gaza said the army also targeted several ambulances with gas bombs, causing many medics to suffer the effects of teargas inhalation.
