UN human rights experts have called for a large-scale international response to the overwhelming health care needs of people living in the besieged Gaza Strip, warning that the health sector there has almost collapsed.
This came in a report written recently by Michael Lynk, the special rapporteur on the situation of human rights in the occupied Palestinian territories, and Dainius Puras, the special rapporteur on the right to health.
The report reminded Israel, as the occupying power, of its obligations towards the population of Gaza and asked it to facilitate their access to health care.
According to their report, the health care in Gaza – already precarious in the wake of an 11-year blockade by Israel and periods of non-cooperation by the Palestinian Authority – has been further impacted by the high rate of casualties from Israeli military fire on Gazan protesters since late March.
“We are deeply worried by credible reports that treating, and caring for, the thousands of Gazans wounded by Israeli military fire over the past 12 weeks has strained Gaza’s already overloaded health care system to the breaking point,” the experts said.
According to statistics by the Palestinian health ministry, the report says, almost 8,000 Gazan protesters have been admitted to hospital recently, with more than 3,900 wounded by live ammunition. Many have sustained permanent injuries, including limb amputations.
“It is unacceptable that many of those requiring care, which is not currently available in Gaza, have been denied exit permits to access healthcare outside of Gaza,” the experts said.
Out of the 93 applications submitted by Gazans to the Israeli authorities to access health care in the West Bank, including east Jerusalem, only 24 were approved. 49 were denied and 20 are still pending. “Denial of access to urgent health care to seriously wounded Gazans outside the Strip is a violation of the right to health,” the experts stated.
According to the experts, many hospital patients in Gaza have been discharged prematurely to allow for new casualties to be treated. About 6,000 elective surgeries have been postponed. Essential medicines and specialized surgical care are running short, and long-term rehabilitation services are being severely strained by the many Gazans with limb amputations and serious injuries. The disabling impact on the injured and the financial burden on them, their families and the Gaza health services is huge.
While international fund-raising has gathered more than $US6 million to meet some of the immediate needs, almost $US13 million still needs to be raised, the experts said.
The funds are required to deploy emergency medical teams, to ensure pre-hospital care by trauma teams, to purchase much-needed medicines and to enhance the rehabilitative services for post-operative casualties.
“This sum is a fraction of the more than $500 million requested to meet the humanitarian needs of Gaza and the rest of the occupied Palestinian territory,” the experts said. “We urge the world to be generous.”
The UN experts lauded the response by international and local health NGOs and UN agencies to the crisis in Gaza. They pointed to the work of these organizations to provide the timely delivery of health care teams, medicines, health supplies and assistive devices.
“Gaza is suffering from a long-term health crisis. The Israeli blockade, three devastating wars, a harmful split in Palestinian unity and poorly paid health workers has meant that the availability of medical services and hospitals beds are seriously inadequate to service the many health needs of the two million Gazans. A meager electrical power supply, a badly-depleted water aquifer, the inability to treat sewage and the world’s highest unemployment rates have only intensified the social-health crisis.”
“We endorse the call of the UN secretary-general for Israel to end its unlawful blockade and to be an active partner to enabling Gaza to rebuild its economy and resuscitate its health care sector,” the human rights experts said. “The short-term responses to Gaza’s current health crisis must go hand-in-hand with decisive steps to change Gaza’s future for the better.
“In addition to its obligations under International Humanitarian Law as the occupying power, Israel has the obligation to respect and ensure the respect of the human rights of the people in Gaza, including their right to health. The Palestinian authorities also bear human rights obligations towards the population of Gaza.”

At least 35 Palestinians were injured on Friday after Israeli soldiers opened fire at thousands of Palestinians who gathered near the Gaza-Israel border fence to demand return to their homes in historical Palestine.
“35 demonstrators suffered live shot injuries and temporary asphyxia from teargas,” Palestinian Health Ministry said in a statement.
Earlier Friday, thousands of demonstrators began congregating at makeshift camps established along the security fence to take part in ongoing rallies against Israel’s decades-long occupation.
Since Mar. 30, when Palestinians began staging mass rallies near the security fence, more than 125 protesters have been martyred and hundreds more injured by Israeli army gunfire.

For the second time in the day, Israeli occupation forces’ (IOF) drones on Thursday fired at least one missile targeting incendiary balloons' launchers east of Rafah city in the besieged Gaza Strip, with no injuries reported.
The PIC reporter said that IOF soldiers have recently escalated their attacks on the borderline area which separates Gaza from 1948 Occupied Palestine.

A Palestinian young man shot by Israeli soldiers during Gaza border protests on 14 May has died from his wounds.
Local sources affirmed that Mohamed Abu Farhana, 23, was shot in by Israeli fire in one of the protests in the besieged protests during the past weeks and was admitted to Mar Youssef Hospital in occupied Jerusalem where he succumbed to his injuries on Wednesday.
Over 130 Palestinians have been killed by Israeli fire since the beginning of Great March of Return protests in late March.
Palestinians are calling to return to the homes their families were forced from in 1948 during the war surrounding the creation of Israel and for an end to the decade-long crippling blockade of the Palestinian enclave.
Following the massacre, the UN General Assembly adopted by a strong majority an Arab-backed resolution condemning Israel for the killing of protesters.

UN Secretary-General António Guterres on Monday warned of an imminent war between Israel and the Palestinians in case the current humanitarian situation in the Gaza Strip, which has been under Israeli blockade for 12 years now, remains as it is.
This came in Guterres' first report to the Security Council on Resolution 2334 which was issued on 23rd December 2016.
Resolution 2334 calls for an immediate halt to the settlement construction in the occupied Palestinian territories, including Jerusalem, and confirms that Israel's settlement activities are illegal and blatantly violate international law.
The UN chief said in the report that he is shocked by the Israeli occupation forces' use of lethal force since border protests began in Gaza on 30th March.
He stressed that Israel has a responsibility to exercise maximum restraint and not to use live fire except as a last resort in the event of a real threat.
At least 136 Palestinians have been killed and over 13,000 injured by Israeli gunfire during peaceful protests along Gaza's eastern border in demand of the Palestinian refugees' right of return to their lands from which they were expelled in the 1948 war.
He renewed his call for a transparent and independent investigation into the killing of unarmed civilians in Gaza's border protests.

Palestinian medical sources have reported that a child died, Monday, from serious wounds h suffered after Israeli soldiers shot him several days earlier in Gaza.
The child, Zakariya Hussein Bashbash, 13, suffered a very serious injury, several days ago, after an Israeli soldier stationed across the border fence shot him with a live round.
The Health Ministry in Gaza said Zakariya, who was shot east of the al-Boreij refugee camp in central Gaza, was rushed to the Shifa Medical Center.
Zakariya, from the al-Maghazi refugee camp in central Gaza, was then moved to surgery, and remained at the Intensive Care Unit, until he succumbed to his serious wounds.

Five Palestinian youths were injured on Thursday afternoon during an alleged attempt to damage what the Israeli army called security infrastructure near the Gaza border, Israeli sources claimed.
Israeli army said in a statement that five Palestinians were injured at the border fence after they allegedly “tried to sabotage security infrastructure in the area near the barrier north of Gaza Strip.
The security infrastructure exploded and as a result.”
The Palestinian Health Ministry earlier said 24-year-old Sabri Abu Khader was killed after being shot by Israeli gunfire near the border fence.
The IOF soldiers at the border on a daily basis attack the Palestinians protesting peacefully in the Great March of Return along the borderline with live ammunition and explosive bullets.

In an interview shortly before Razan was murdered by an Israeli sniper, she said what she does as a medic, the help that she gives to wounded Palestinians is meant to help the people and ease their suffering, and added that the “medics are the shield of the people.”
