Basic principles of using force and firearms do not apply, with regard to incidents which have occurred during the Great March of Return along Gaza’s border, with the army claiming that the marches constitutes a state of war.
In response to a petition filed by human rights organizations against Israeli occupation forces’ orders to fire on peaceful demonstrators, the occupation claimed that the orders were consistent with Israeli law and international law.
The standing goals behind the incidents that were mentioned, in the petitions, are not subject to the international human rights laws, nor to law enforcement rules under international human rights.
The Israeli army claimed, according to Al Ray, that the Hamas movement exploits the marches in order to to carry out attacks against Israel.
The army alleged that it does not consider participation in marches, nor approaching the fence, a hostile operation; instead, it considers each case separately.
According to the Haaretz newspaper, the prosecution differentiates between law enforcement provisions related to demonstrations and cases of hostilities that include attempts to infiltrate Israel and carry out operations against soldiers and civilians.
It explained that, in the first incident, the army resorts to lethal force as a last choice ,while lethal force is used firstly in the second case.
Regarding shots fired, Israeli prosecution discussed the matter in closed sessions, in the presence of one party only, under the pretext of security classification, and other intelligence information.

Two Palestinian children on Thursday evening were shot and injured by Israeli Occupation Forces (IOF) near Awda camp east of Khan Younis, south of Gaza Strip.
According to the PIC reporter, Israeli forces stationed along the eastern border areas opened their gunfire at the peaceful protesters, injuring two children.
The two boys were immediately taken to hospital for treatment.
50 Palestinians were killed by the Israeli military during the Great March of Return protests, initiated on March 30. Five casualties have had their bodies withheld by the Israeli occupation authorities.

Amnesty International has called Thursday for a global arms embargo against Israel, accusing its forces of committing war crimes in the Gaza Strip.
“Amnesty is renewing its calls for governments worldwide to impose a comprehensive arms embargo on Israel,” the group said in a fresh statement.
The rights group has accused Israel of “carrying out a murderous assault” against Palestinians taking part on the “Great March of Return” in the Strip.
Over those weeks, Amnesty said, “the Israeli military has killed 35 Palestinians and injured more than 5500 others — some with what appear to be deliberately inflicted life-changing injuries”.
“In most of the fatal cases analysed by Amnesty International victims were shot in the upper body, including the head and the chest, some from behind,” the group said. “Eyewitness testimonies, video and photographic evidence suggest that many were deliberately killed or injured while posing no immediate threat to the Israeli soldiers.”
“The time for symbolic statements of condemnation is now over. The international community must act concretely and stop the delivery of arms and military equipment to Israel,” the group stated. “A failure to do so will continue to fuel serious human rights abuses against thousands of men, women and children suffering the consequences of life under Israel’s cruel blockade.”
Earlier this month, the International Criminal Court’s chief prosecutor warned Israeli leaders that they could face trial for violence against civilians in Gaza.
On 30 March 2018, Palestinian youths launched a six-week campaign composed of a series of protests at the Gaza Strip, near the Gaza-Israel border.
One of the main demands of the Great March of Return is that Palestinians be allowed to exercise their internationally recognised right to return to lands from which they and their families were expelled and from which Israel excludes them solely because they are not Jews.

The Israeli Occupation Forces (IOF) on Thursday arrested a Palestinian young man and took him to a nearby investigation center after shooting him near Gaza border fence.
Local sources told Quds Press that Israeli forces used heavy live ammunition and teargas bombs before arresting the injured young man.
Earlier Thursday, another young man was hit and injured with a teargas bomb east of Khan Younis to the south of the Strip.
In addition to this incident, a group of Palestinian youths on Thursday morning dragged away the barbed wire set up by IOF back to their Awda camp, east of Khan Younis.
Meanwhile, a Palestinian youngster died on Thursday morning of wounds sustained on Friday after the Israeli army attacked protesters during the Great March of Return across Gaza’s eastern borders.
His death brings the number of Palestinians killed by the Israeli military during the Great March of Return protests, initiated on March 30, to 50. Five casualties have had their bodies withheld by the Israeli occupation authorities.

The Israelis overwhelmingly back the shooting of peaceful Palestinian protesters at Gaza border and the US President Donald Trump’s plans to relocate the US embassy from Tel Aviv to Occupied Jerusalem, a new poll found out.
The poll, conducted by Tel Aviv University and the Israel Democracy Institute, shows that the majority of the Israelis strongly back the shooting attacks carried out by the occupation army against Palestinian protesters along Israel’s border with the blockaded Gaza Strip.
Eighty-three percent of Israelis say they support the shooting policy.
Since March 30th, 44 Palestinians were killed, among them 5 minors, and over 6,000 others have been left injuries in aggressive attacks by the Israeli military on the Great March of Return protests staged at Gaza’s border.
According to the new survey, more than two-thirds of Israelis back Trump’s decision to move the embassy to Occupied Jerusalem.
The poll shows that 63% of all Israelis say the embassy move benefits Israel.
Following Trump’s December 6th declaration, rioting broke out across the Muslim world, with leaders of Muslim-majority nations condemning the decision.

Palestinian Dies From Serious Wounds Suffered Last Friday In Gaza
Dr. Ashraf al-Qedra, the spokesperson of the Health Ministry in Gaza, has reported that a young Palestinian man died, on Thursday morning, from serious wounds he suffered last Friday, after Israeli soldiers shot and seriously injured him.
Dr. al-Qedra stated that Anas Shawqi Abu ‘Asser, 19, from Tal al-Hawa neighborhood in Gaza city, was shot with a live round in the head, and remained in the Intensive Care Unit until he succumbed to his serious wound.
The young man was shot during a nonviolent procession east of the Zeitoun neighborhood, southeast of Gaza City.
His death brings the number of Palestinians, who were killed by Israeli army fire since the start of the “Great Return March” nonviolent protests in Gaza, on Palestinian Land Day (March 30) to 45, including five children.
More than 7000 Palestinians, including 701 children and 225 women have been injured.
Also on Thursday, the soldiers shot two Palestinians with live fire, including one who suffered a serious injury, east of Gaza City, and took them to an unknown destination.
The two were shot by the soldiers who surrounded them after the army advanced dozens of meters into Palestinian lands and took them to an unknown destination.
Furthermore, several young Palestinian men managed to drag a section of the second barbed-wire border fence, which was recently installed by the army on Palestinian lands near the border fence, in Khuza’a village, east of Khan Younis, in the southern part of the Gaza Strip.
The soldiers fired gas bombs and live rounds, causing many Palestinians to suffer the effects of teargas inhalation.

Reporters Sans Frontiers (Reporters Without Borders) has called for an urgent investigation, after the murder of the second Palestinian journalist, since the start of a major wave of protests along the border between Gaza and Israel.
Aged 25, Ahmed abu-Hussein died early this week from the gunshot injury he sustained on 13 April. According to Rami el Sharafi, a fellow reporter for Radio Sout al Shaab, he was 700 metres from the border, in a calm place near a group of static demonstrators, when he was suddenly brought down by a clearly direct and deliberate shot.
At the time, Hussein was wearing a royal-blue helmet to which the fluorescent yellow letters “TV” were affixed, and a bullet-proof vest bearing the word “Press.” This is confirmed by amateur video footage. As well as for Radio Sout al Shaab, Hussein was also working for the Bisan News website.
“We offer our condolences to Ahmed Abu Hussein’s family while voicing our utter consternation and incomprehension,” RSF secretary-general Christophe Deloire said.
“Why was this journalist deliberately targeted when he was several hundred metres from the border? We call on the Israeli and Palestinian authorities to launch an independent investigation without delay and to do whatever is necessary to ensure that those responsible for this deliberate crime against press freedom are brought to justice.”
Hussein’s death comes less than a month after that of Yasser Murtaja, a reporter who died on the night of 6 April after being shot earlier that day by Israeli soldiers while covering the “Great Return March” demonstrations by Palestinians at the border. He was also wearing a “Press” vest that clearly identified him as a journalist.
At least nine other Palestinian journalists have been injured by Israeli soldiers since the wave of protests began on 30 March.
Most were hit by explosive or dum-dum type rounds. According to the NGO Médecins sans Frontières, the injuries have been extraordinarily devastating.
Youssef al Kronz, a freelance photographer who was hit in both legs while covering the 30 March demonstration from a position 750 metres from the border, ended up having to have much of his left leg amputated. He was also wearing a vest that clearly identified him as a journalist.
Israel is ranked 87th out of 180 countries in the latest World Press Freedom Index.

The Palestinian factions follow up committee in Gaza on Wednesday announced May 14 a day of general strike in response to the US decision to relocate its embassy from Tel Aviv to Occupied Jerusalem.
In a press statement, the factions stated that the general strike will include all institutions even the educational. But, it will exclude transportation for the transfer of the participants in the events which will be declared by the Higher National Committee of the Marches of Return and Breaking the Siege.
The statement also pointed out that the strike will also protest the international and the US UNRWA aid cuts.
The factions called on the Palestinians in the West Bank and in 1948 Occupied Palestine to take part in this big national day and urged them to massively take to the streets on May 14.
The Palestinian factions also asked Palestinians to escalate clashes with Israeli forces in all flash points in coincidence with the Great March of Return slated to be held on May 15 which marks the Palestinian Nakba Day.

Gaza's Ministry of Health said that its hospitals received the bodies of 44 martyrs, five of whom were minors, noting that the Israeli occupation forces are detaining the bodies of five martyrs who were shot near the border fence.
Spokesman for the Ministry Ashraf al-Qedra said that 6,793 Palestinians have been injured so far, including 701 children and 225 women.
He described 160 of the injuries treated at Gaza hospitals as serious, 1,944 as moderate and 1,899 as minor.
According to al-Qedra, 1,935 of the injured were targeted by live ammunition, 401 suffered rubber bullet wounds, 820 chocked on teargas, and 847 sustained different injuries.
He explained that 297 of the injured were shot in the head and neck, 518 in the upper limbs, 139 in the back, 166 in the abdomen and pelvis, 1,942 in the lower limbs, and 74 in other places. So far 24 amputation cases have been reported in the hospitals.

The Israeli occupation army has refused to disclose their rules for opening fire on Palestinian protesters along the eastern borders of the Gaza Strip, Israeli newspaper Haaretz reported on Monday.
The refusal came after a petition filed by a number of Israeli and Palestinian rights groups, to the Israeli High Court of Justice, requesting clarification of policies regarding the demonstrations of the Great March of Return started on 30 March, in Gaza.
Responding to the petition, the Israeli army said that the policy regarding the use of force on Gaza border is “confidential.”
It insisted, according to Haaretz, that the rules of engagement in this regard could only be disclosed in a closed court session.
Rights groups, including international ones such as Human Rights Watch and Amnesty International have repeatedly called on Israel to stop using live ammunition against peaceful protesters in Gaza.
Due to the Israeli disregard for human rights and rights groups, regarding the continuous use of live ammunition, Amnesty International has called, twice, for imposing arms embargo on Israel.
Days of Palestine further reports that, since the beginning of the Great March of Return, Israeli occupation forces have killed 49 protesters, according to the Palestinian Ministry of Health in Gaza, and wounded thousands, including more than 140 who suffered very serious wounds.
The demonstrations are part of a six-week long march which started on 30 March, and will culminate on 15 May — the 70th anniversary of the Palestinian Nakba, when Zionist paramilitary drove hundreds of thousands of Palestinians out of their homes from historical Palestine and demolished their villages, cities and homes.

The Palestinian NGOs Network said that three Palestinian citizens with physical disabilities had been killed by Israeli gunfire since the March of Return protests began one month ago in the besieged Gaza Strip.
According to a statement released by the network on Monday, 21 citizens, who suffered bullet injuries during the same protests, have joined a long list of Gazan citizens having physical disabilities.
Its statement noted that 450 wounded citizens also need to undergo therapeutic rehabilitation after their exposure to bullet injuries that crippled them.
The network has appealed to the international community and its institutions to pressure Israel to respect the international law and hold legally accountable those who killed or caused injuries to citizens in Gaza.

Wildfires broke out at nightfall Monday after a kite was fired toward an Israeli settlement built on Palestinian land east of al-Bureij refugee camp, in the central Gaza Strip.
A PIC news correspondent said that a kite with a firebolt attached to it was unleashed toward an Israeli settlement, causing wildfires and damage to wheat fields.
Over recent weeks, Gazans have flown kites carrying bombs and Molotov cocktails over the border in response to the crackdowns and aggressions perpetrated by the Israeli military against the Great March of Return protests, started on March 30.

Israeli authorities on Sunday reportedly approved the transfer of a wounded Palestinian from the Gaza Strip to the occupied West Bank to receive necessary medical treatment, according to the official Palestinian Authority (PA)-owned Wafa news agency.
Wafa reported that a Palestinian man, identified as Yousef Qatrawi, was shot in the thigh by Israeli forces during protests along the Gaza border.
Qatrawi’s injury was reported to be serious. Wafa noted that if he stayed in the Gaza Strip, he would likely have to get his leg amputated in order to save his life.
Qatrawi was scheduled to be moved on Sunday night, Wafa reported, “after extensive efforts were exerted from the Palestinian side to obtain approval for him to be moved to receive the appropriate medical care.”
Thousands of Palestinians have been injured, and at least 44 have been killed along the Gaza border since the “Great March of Return” protests began on March 30th.
Earlier this month, Adalah, the Legal Center for Arab Minority Rights in Israel, reported that at least two Palestinians had to have their legs amputated after they were denied entrance into Israel and the West Bank, where they could have received life-saving treatment.
“The amputation of the two young men’s legs could have been prevented if the state had complied with its obligations under international humanitarian law and human rights law,” said attorney Sawsan Zaher of Adalah in the statement.
“The state’s response indicates that Israel’s policy is to prevent those in danger of losing organs from leaving Gaza for medical treatment, in order to punish them for participating in a non-violent protest.”
