Nature of incident: Fatalities[/i][/b]
On 19 March 2011, two children were killed in Gaza while trying to cross the border to look for a job in Israel.
Imad and Qasem were friends and classmates. They lived in An Nuseirat refugee camp, Central Gaza. Qasem lived in a household of fourteen members. Imad, according to his father, ‘was a quiet boy; he didn"t mingle with too many people; just with some friends from school. He used to come home in the evening after playing in the street and go straight to his room.'
On 19 March 2011, both children went missing from their homes. Imad’s father remembers the last time he saw his son: ‘At around 6:00 pm on 19 March 2011, I saw Imad (...) He sat with us for a while to drink some tea, and then went out again. At around 9:00pm, I went to bed without seeing him again. I didn"t know whether he had come back home or was sill out. At around 10:00pm, I heard huge explosions and called a friend who lives in the Gaza governorate to ask him what was happening. He said the waste dump in Juhor ad Dik in central Gaza had been bombed. I didn"t pay much attention to this news as bombings are frequent. Anyway, about two hours later I heard on the radio that two people had been killed in that area, the waste dump. I thought they were probably fighters (...) The next morning, at around eight, my wife came to the room and said she couldn"t find Imad. We asked his siblings, and they said he hadn"t slept in his room.' His mother went to look for him, but to no avail, so his father went to the police to report him missing.
Qasem’s father, on the other hand, noticed his son’s absence the evening before, on return from evening prayers in the mosque. ‘My sons and I left the house and went to look for him. We kept looking until around 10:00pm but couldn"t find him.’
At around 11:00 am on 20 March 2011, ‘a relative called me and said he had heard on the radio that two children had been killed and their bodies were in Shifa hospital in Gaza City,' says Imad’s father. 'I started thinking it could be him [Imad]. I quickly rushed to the hospital and headed straight to the morgue and asked to see the dead bodies. Imad was there. (...) His left eye was injured, his right arm was hanging off, not to mention the multiple wounds all over his body.'
Qasem’s father also headed to the morgue on hearing of his son’s death from someone in Imad’s family: 'When I arrived, I found Qasem in the morgue. He was wearing the same clothes as when he had left the house. It seemed his clothes were not torn, but I couldn"t check properly because it was too painful for me to look at him lying there. The doctors told me he had died of shrapnel wounds in his back before he arrived in the hospital.'
Imad’s friend, Nedal, says Imad was obsessed with crossing the border and finding a job in Israel: ‘His family is poor. His father doesn"t work much. (...) Imad dreamed of having money to buy what he needed, especially clothes. He used to talk about working in Israel. (...) “I can sneak into the border and enter Israel and work there; there"s plenty of work there,” he said. (...) “But how would you enter Israel?” I asked him. “Simple,” he said and then brought a pen and a paper and started drawing the border line and explaining how he would go to the village of Juhor ad Dik, approach the border line and cut it to enter into Israel. “If the army catches me, that won"t be a problem because I"ll tell them that I need to work since my conditions are very harsh,” Imad said.'
Since the beginning of 2011, DCI has documented the deaths of six Palestinian children killed as a result of Israeli airstrikes and tank shells in the Gaza Strip. At least eight more have been injured.
Army kills 2 teenagers in Gaza
Israeli soldiers killed two Palestinian teenagers in Juhr Addik north of Al-Bureij refugee camp in the central Gaza strip on Saturday evening.
Palestinian medics told Ma'an that two bodies were found after Israeli forces allowed ambulances to access the area late Sunday morning.
The bodies were taken to the Ash-Shifa Hospital where they were identified as Imad Farajallah, 16, and Qasim Salah Iteiwa, 15, both from the Nuseirat refugee camp in central Gaza.
An Israeli military spokeswoman said Sunday that soldiers fired at two men approaching the Gaza Strip's border with Israel. The army official told Ma'an that forces identified a hit, but she could not confirm that they were killed.
However, the Israeli daily Haaretz and Israeli news site Ynet reported on Saturday night that both men were killed, quoting a military spokesperson.
Palestinian medical sources told Ma'an on Sunday morning that they had not yet received any information from Israeli officials about the attack. Israeli authorities usually inform Palestinian medics about such incidents through liaison officers, medical officials added.
Israeli forces are on high alert near the borders with the Gaza Strip after Palestinian resistance fighters launched over 50 mortar shells and homemade projectiles across the border on Saturday.
Ma'an's reporter said Israeli military tanks struck targets near the borders in the northern and central Gaza Strip late on Saturday night. Israeli missiles and artillery shells landed in Juhr Addik, east of Al-Bureij refugee camp, and in agricultural fields east of Gaza City. No injuries have been reported.
Meanwhile, the armed wing of the Popular Resistance Committees in Gaza, the An-Nasser Salah Addin Brigades said its fighters fired a Grad missile into the western Negev on Saturday evening.
The group said the shelling was a natural response to the ongoing Israeli crimes against Palestinians.
Livni calls for another Cast Lead
On Saturday, Israel's opposition leader Tzipi Livni said the escalation in mortar fire called for a new military campaign against the coastal enclave.
"The right way to deal with it is with force, just like Israel did during and after Operation Cast Lead," news website Ynet quoted her as telling local authority heads in the border region.
Israeli forces killed some 1,400 Palestinians during the December 2008 offensive, more than half of whom were civilians. Thirteen Israelis, 10 of them soldiers, were killed in the 22-day attack.
Israeli Prime Minister Benjamin Netanyahu vowed that Israel would use "all necessary means to protect its citizens" in a statement from his office.
In January, Gaza's main militant factions confirmed a year-old truce after weeks of increased rocket fire and spiraling tensions along the border prompted a warning from Arab leaders that Gaza was risking a major new Israeli invasion.

IDF: 2 terrorists killed in Gaza
Troops fire at two terrorists spotted near Gaza fence; IDF fears deterrence being eroded.
Escalation on Gaza border: IDF forces patrolling the northern Gaza Strip fence Saturday spotted and killed two terrorists approaching the security barrier near an Israeli kibbutz.
Armored corps soldiers opened fire and killed the two men. No injuries were reported among IDF troops.
The IDF has launched an investigation into the circumstances of the incident. According to initial estimates, the two were planning to plant an explosive device near the fence.
Palestinian sources in Gaza reported tank fire in the central Gaza Strip and around agricultural fields east of Gaza City, near the border with Israel. The sources said gunships were spotted above the Strip and expressed concerns that this was merely the opening shot of a more extensive assault.
Later Saturday, a Qassam rocket fired from the northern Gaza Strip exploded in an open area in southern Israel.
No injuries or damages were reported in the attack
Earlier Saturday more than 50 mortar shells were fired into Israel from Gaza, prompting the IDF to strike several targets across the Strip.
Another op in Gaza inevitable?
As tensions rise in the area, security establishment officials estimated that the deterrence achieved by the IDF following Operation Cast Lead in late 2008 and early 2009 is slowly eroding, at least in respect to Hamas' military wing, Izz al-Din al-Qassam.
According to one estimate, Israel will eventually have no choice but to launch a large-scale operation in Gaza similar to Cast Lead.
The latest mortar shell barrage came in response to an earlier IDF attack that killed two Hamas terrorists last week.
The cycle of attacks and counter-attacks has led to the recent escalation, which as opposed to previous cases directly involves Hamas, rather than other Palestinin factions.
The latest escalation in Gaza rocket attacks on southern Israel may lead to assassinations of Hamas military wing leaders, the IDF warned earlier Saturday, with army officials saying they cannot discount this possibility of targeting such top commanders.
Military officials made it clear that Saturday's barrage of some 50 mortar shells at the western Negev will not be ignored, adding that the army's aerial attacks Saturday afternoon were merely "the first bullets" in Israel's response.

Abdulmajid Shahin
A Palestinian youth was killed in an Israeli aerial raid on Sunday night east of Gaza city in the latest of a series of military escalation against the besieged Strip that killed one and injured 15 over the past few days.
Local sources said that an Israeli reconnaissance plane fired a missile at a group of Palestinians in Zaitun suburb east of Gaza city killing one of them instantly.
Israeli warplanes and artillery had shelled east of Gaza city and Maghazi refugee camp in central Gaza earlier on Sunday with no casualties reported.
The Quds Brigades, the armed wing of Islamic Jihad, said that the raid killed one of its cadres and wounded two others.
It said that the martyr Abdulmajid Shahin was from Deir Al-Balah in central Gaza, describing the injuries of the two others as moderate.
For its part, the interior ministry in Gaza said that Israel was publishing lies about firing projectiles from Gaza in the past few days to justify the escalation against Gaza.
It said in a press release on Sunday that Israels lies also aimed at covering its Judaization practices in occupied Jerusalem and building settlements in the West Bank.
The ministry asked the world community to curb Israels crimes and warned against believing its rumors or publishing them, adding that it was following up the issue with the Palestinian resistance factions to deny Israel any pretext.

UNICEF report says Israel killed 11 children in 2010
UNICEF released Friday a report illustrating Israel's abuse of Palestinian children in 2010, highlighting the killing of 11 and wounding of 360.
The UN Children's Fund is the UN's only agency devoted to the welfare of children and releases annual reports detailing its works and challenges.
The report says Israeli security forces opened fire on poor Gazan children collecting debris in the buffer zone Israel has set up on the border with Gaza.
Three separate incidents were reported where children were used as human shields. A 16-year-old girl and a 14-year-old boy were sent in as decoys during Nablus home searches. Another boy was forced to walk ahead to shield an army force as it was being stoned during clashes in Al-Khalil.
The report adds that 213 children were placed in military detention that year and that 1,267 criminal files were opened against suspected stone-throwers in East Jerusalem, according to Israeli data.
It also says sexual violence was used against 14 minors including a girl in Israeli detention.
In 2010, Israeli prisons were rife with torture against minors, the report documents. 75 incidents were reported where cuffs and blindfolds were used for extensive periods. 62 children reported they were beaten, and 35 said they were tied strenuously from the rear. 16 others were placed in isolation. Four children had said they were threatened to be electrically shocked during investigations before making confessions under duress.
299 children were made homeless after the demolition of 133 houses across the Palestinian territories the same year, and 24 attacks on schools damaging structures and disrupting education as well as 40 obstructions had affected more than 60,000 students. A large part of those obstructions were military road blocks set up by the Israeli army for search operations.

Israeli troops kill Palestinian 3-month-old infant
Israeli troops have attacked a peaceful Palestinian protest rally in an East al-Quds (Jerusalem) neighborhood, killing a three-month-old infant.
The three-month-old female infant died after inhaling tear gas fired by Israeli police in the Silwan neighborhood. Israeli police also fired rubber bullets during clashes with Palestinian protesters.
Palestinians hold weekly protest rallies in Silwan against Tel Aviv's harsh policies towards Palestinians following the Friday Prayers.
Elsewhere in the occupied territories, Israeli forces also fired tear gas and rubber bullets on Palestinian and international activists in the West Bank city of al-Khalil (Hebron), wounding at least nine people.
Several Palestinian protesters were also arrested.
Protesters were marking the 17th anniversary of the massacre of 29 Palestinians by a Jewish extremist in the city when they were attacked by Israeli troops.
Protesters were also calling for the reopening of one of the city's main streets, which Israel closed off to Palestinians following the 1994 massacre in the region.
The protesters also voiced support for the Egyptian and Tunisian revolutions and condemned Washington's policy toward the expansion of Israeli settlements on occupied Palestinian lands.

Wafa’ Ali Nashasy 10
Palestinian medical sources reported on Wednesday evening that a Palestinian child was killed, and three residents were wounded, in an explosion that took place in Khan Younis, in the southern part of the Gaza Strip.
The sources stated that a 10-year-old girl was killed in a blast that rocked a home in Al Amal neighborhood in Khan Younis. Three other residents were injured and were moved to Nasser Hospital in the city.
The child was identified as Wafa’ Ali Nashasy, 10. One of the three wounded Palestinians is an elderly man; he suffered mild injuries, medical sources reported.
On Wednesday morning, the Israeli army killed a fighter of the Al Quds Brigades, the armed wing of the Islamic Jihad during clashes that took place with Palestinian fighters east of Gaza city as the Israeli army was invading the area.
On Wednesday at night, the Israeli Air Force bombarded several areas in the Gaza Strip wounding at least sixteen Palestinians, one seriously.
The attacks targeted an agricultural area in Khan Younis, in southern Gaza, and a number of areas in Gaza city.
One of the bombarded areas is believed to be used as a training center for the Al Quds brigades; two residents suffered mild-to-moderate injuries.
Israeli sources reported Wednesday that for the first time since the war on Gaza two years ago, a grad missile reportedly fired from the Gaza Strip landed in Beer Sheva causing damage to a number of houses and vehicles and leading to “anxiety attacks” among ten Israelis, including four children.
The army said that a retaliation strike was carried out in Gaza leading to “a direct hit on a target” and inflicting injuries on three Palestinians.

Ashraf
Ashraf Eqtefan, 29
Have his friends back in Tel Aviv read the news? Do they know that he is dead, that Israeli soldiers didn’t prevent a terrorist attack, but killed their friend, who wanted to go back?
Ashraf Abdellatif Iqtifan was born in Gaza City in 1980. He grew up surrounded by five brothers, two sisters, and everyday violence.
When Ashraf was eleven years old, his 14-year-old brother Rami, who on his slightly yellowed photo smiles cheekily and brightly into the camera, threw a stone at an Israeli soldier, Gaza was occupied by Israel. A soldier standing next to them saw this, he took his gun and shot Rami between the eyes, the bullet got stuck in the brain.
The brain-dead boy was brought to Israel, the family got him back cut open, all organs, even his eyes, were missing. The parents went to court and won. The soldier who had shot Rami, was sentenced for manslaughter of a child to 15 days of prison.
Yes, days.
He was also demoted two ranks. But in spite of everything, Ashraf dreamed of a better life in Israel. When he was 19 years old and Gaza was not yet a jail, he managed to escape. He went to Tel Aviv and began to work as a dishwasher.
His salary may not have been high, but it was enough to feed his entire family in Gaza, after the blockade none of them have work anymore. For 12 years Ashraf lived and worked in Tel Aviv.
But five months ago, the horror from which he had escaped all those years came back to him. He was stopped by the police, and when looking into his passport, they noted that he was from Gaza.
Shortly afterwards Ashraf was back in his hometown. But the joy of reunion lasted only very briefly. Ashraf found his family in poor living conditions, and now absolutely no money came from outside, no one had work anymore.
He began to accompany two young men from the extended family, Fathi Jihad Khalaf, 21, and Ar-Tal'at Ruwagh, 25, by collecting stones, so that at least some money came in.
They went every day into the area of a former Israeli settlement in northern Gaza, near the border with Israel.
But the missing money and the related concern of no longer being able to care for his family was not the only thing that made Ashraf so desperate.
Every day he looked across to the country that had been his home for many years, where his work was, his flat, his friends, his life. "No, Ashraf was not married," says his father, "that wouldn’t have been possible. I have to approve the marriage, and the whole family must be present at the celebration”.
He had begun to plan a marriage for his son, he suggested possible partners. But each time Ashraf refused with some excuse or changed the subject. Maybe after so many years, he deviated a bit from his tradition. Perhaps contrary to father's firm conviction a girlfriend did wait for him in Israel, who knows, maybe he even had a family there.
And so he developed a plan that was a mix of so stupid and naive that you have the urge to shake him and his two friends with whom he was collecting stones, if they hadn’t already paid for this stupidity with their lives.
One can imagine Ashraf raving to his friends about the better life in Israel, about the opportunities they would have there, about the freedom. And these two guys who should have known it better, who were confronted with the violence of the Israeli military in the buffer zone on a daily basis, suddenly believed they knew the area well enough to see an opportunity.
These two young men should have known better.
They all should have known better.
"Maybe he thought that the soldiers at the border were just as the people with whom he used to work in Tel Aviv, maybe he thought that they wouldn’t immediately shoot him", his father said quietly.
Whatever Ashraf thought, he wanted to return at any rate. On the night to the 17th of February he and his two new friends set up to their way to the border.
Did they really believe that this would work out?
Ashraf perhaps hadn’t realized yet that Gaza had become a high security prison during the long years of his absence.
They hadn’t even reached the border when they were fired at - by a nearby gunboat on the water, by a drone from the air and a tank at the border. Half of Ashraf’s head was missing when the three bodies could finally be rescued four hours later, around six clock in the morning. No weapons were found, neither on the bodies, nor in the close surroundings.
"I don’t know if he told anyone of his friends in Israel about his plan," said his father. "He didn’t even told me that he would try it that night."
The declaration of the Israeli military stated that they "thwarted a terrorist attack”, the men would have been caught, "deploying explosives at the border".
And that’s how the story was probably in the Israeli media. Did Ashraf tell his friends about his plan?
Have they read the news? Do they know that he is dead, that Israeli soldiers didn’t prevent a terrorist attack, but killed their friend, who wanted to go back? Ashraf, does that name ring a bell to you, you inhabitants of Tel Aviv?
Was he your employee, or the man who washed your dishes in your favorite restaurant, perhaps you've seen him on the way out? Was he your friend, partner, perhaps even father? The man who was sitting next to you on the bus, the guy with whom you started a conversation in the long queue at the supermarket?
He's dead. Have you thought of him as you read the news about the last thwarted attack from the terrorists? About three more deaths on the long road to adequate safety?
Ashraf was on his way home.

Adel Jundiyeh
A Palestinian injured by an Israeli shell fired east of Gaza City on Wednesday has died, medics said.
Adel Jundiyeh, a member of the armed wing of Islamic Jihad, died and 10 others were injured including three children, medics said.
The shelling came moments after four Israeli bulldozers and four tanks entered into the Gaza Strip, apparently preparing to tear up agricultural lands along the occupied border zone.
The Al-Quds Brigades issued a statement shortly after the incident saying two mortar shells were fired on the bulldozers and tanks as they entered the Gaza border.
Medical official Adham Abu Salmiya said ambulances were dispatched to the area to collect the wounded. He said 11 were taken to hospital, including three members of the Al-Quds Brigades, and three children.
According to Abu Salmiya, two sustained serious injuries, five sustained moderate injuries and four were lightly injured.
An Israeli military statement confirmed that an "explosive device was detonated at an IDF force that was performing a routine activity near the security fence in the Northern Gaza Strip," and said after the explosion went off a mortar shell was fired at the force and five additional mortar shells were fired into Israeli territory.
The troops "identified a number of militants in the same area and returned fire in their direction. A direct hit was confirmed."
Another Palestinian, 22-year-old Nidhal Halwa, was shot in the leg by Israeli forces Wednesday afternoon while collecting construction aggregates in the northern Gaza Strip, east of Beit Hanoun, according to medical sources.
