A UN official said on Monday that conducting an international investigation into the recent Gaza incidents requires a mandate by the UN Security Council.
Spokesperson for the UN Secretary General Stéphane Dujarric said in a press conference in New York, "The UN has been in contact with various parties of the conflict on this issue."
"We are not at this point collecting information for an independent investigation because we do not have the mandate to do so," he added.
However, as the official explained, the UN will continue to monitor the situation and follow the developments in the region.
Dujarric's statement came in response to journalists' questions about Israel's War Minister's remarks that Israel will not cooperate with any international committee intended to investigate into Gaza incidents.
The UN Secretary General António Guterres called in a statement issued by his office on Friday for conducting an independent and transparent investigation into the incidents.
Gaza's Ministry of Health during a press conference in Gaza on Monday accused the Israeli occupation army of deliberately shooting at Palestinian civilians to either kill them or cause them disabilities during the Great March of Return in Gaza on Friday.
At least 15 Palestinians were killed and over 1,400 injured by Israeli gunfire while taking part in Land Day protests along Gaza's border fence with the 1948 occupied Palestinian territories on Friday. The number of martyrs later increased to 18.
The bodies of two martyrs identified as Mohammed al-Ribaeyya, 21, and Mus'ab al-Saloul, 22, who were shot and killed near the border fence east of Juhur ad-Dik village east of Gaza, are being detained by the Israeli occupation forces.
Land Day marks 30th March 1976 when six Palestinians were killed in the 1948 occupied Palestine during protests against the Israeli government's decision to confiscate thousands of dunums of Palestinian land for settlement purposes.

Ahmad Omar Arafa 25
Palestinian medical sources have reported that Israeli soldiers killed, on Tuesday evening, a young man east of the al-Boreij refugee camp, in central Gaza Strip.
The sources said Ahmad Omar Arafa, 26, died from serious wounds at the Al-Aqsa Hospital, in Deir al-Balah, in central Gaza.
They added that Arafa was shot with a live round in the chest, after the soldiers attacked dozens of Palestinian protesters, east of the al-Boreij refugee camp.
His death brings the number of Palestinians who were killed by Israeli army fire since Friday, March 30th, to 18, including sixteen killed that day alone.
The Democratic Front for the Liberation of Palestine (DFLP) issued a statement mourning his death, and added that he was a member of its National Resistance Brigades.
In related news, the Israeli army said it will continue the implementation of shoot-to-kill orders against Palestinian protesters who approach the border fence, despite international condemnation.
Israel also refused an international investigation into its excessive use of force against the Palestinian protesters, and vowed harsher measures.

Human Rights Watch held on Tuesday senior Israeli officials responsibility for the killings of 14 demonstrators in Gaza and the injuring of hundreds on March 30, 2018.
Senior Israeli officials have unlawfully called for use of live ammunition against Palestinian demonstrations who posed no imminent threat to life, the rights group said.
The group quoted the IOF chief of staff, Lt. Gen. Gadi Eisenkot, as announcing that he would deploy 100 snipers to the Gaza border area to block “mass infiltration” or damage to the border fence, saying that, “The orders are to use a lot of force.”
The high number of deaths and injuries was the foreseeable consequence of granting soldiers leeway to use lethal force outside of life-threatening situations in violation of international norms, coupled with the longstanding culture of impunity within the Israeli army for serious abuses, the international group charged.
“Israeli soldiers were not merely using excessive force, but were apparently acting on orders that all but ensured a bloody military response to the Palestinian demonstrations,” said Eric Goldstein, deputy Middle East director at Human Rights Watch. “The result was foreseeable deaths and injuries of demonstrators on the other side of a border who posed no imminent threat to life.”
The killings highlight the importance of the International Criminal Court prosecutor opening a formal investigation into serious international crimes in Palestine, Human Rights Watch said.

Head of Hamas's Political Bureau Ismail Haneyya on Monday phoned the Secretary-General of the Arab League Ahmed Aboul Gheit to discuss the Israeli massacre committed against Gaza's Great March of Return leaving 18 dead and more than 1,500 injured.
Haneyya stressed the importance of seeking the International Criminal Court's help to prosecute the Israeli occupation's leaders.
He also called for forming a special international committee to investigate into the Israeli crime especially that the US had vetoed a UN Security Council statement urging restraint and calling for an investigation into the crime.
For his part, Aboul Gheit strongly condemned the Israeli attack on peaceful protesters, adding that the Arab League is set to hold an emergency meeting on Tuesday to discuss this matter and take the necessary steps.
Aboul Gheit expressed his solidarity with the Palestinian people, extended his condolences to the families of martyrs and wished speedy recovery for the wounded.

Israeli occupation Authorities (IOA) declared on Monday intention to keep open fire orders on Gaza borders despite the wave of international criticism.
Nothing will be changed in relation to the deployment of snipers along the border fence, Army Radio quoted senior Israeli army officer as saying.
Shooting orders will be also continued, he added.
Israeli army aims to prevent Palestinian demonstrators away from border fence at any price, according to his statements.
Eighteen Palestinians were killed since Friday’s March of Return during which Israeli soldiers fired live and rubber bullets on protesters posing no threat, provoking a wave of international criticism and calls for an inquiry.
Israeli Prime Minister Benjamin Netanyahu praised the soldiers for "guarding the country's borders," while Army Minister Avigdor Lieberman said the protests were not a "Woodstock festival".
Lieberman said calls for an independent investigation were hypocritical and on Sunday repeated his rejection of such a probe.
"There will be no commission of inquiry," he told Israel's public radio.

On March 30, thousands of Palestinians had marched to the Gaza border at the start of a six-week protest, dubbed the Great March of Return marking the 42nd anniversary of Land Day.
The Land Day is of special significance to the Palestinians because it was the first time since 1948 that Palestinians in Israel organized a collective response to Israeli policies. It is marked not only by Palestinians within historical Palestine, but also by Palestinians all over the world.
This year will also mark 70 years of the Palestinian catastrophe, the Nakba, and the forced displacement of 750,000 Palestinians, whose descendants now number millions living as refugees abroad or in the occupied Palestinian territories.

The Islamic faith requires that a body be buried as soon after death as possible, so most funerals are held the day after a person dies.
However, Israeli authorities continue to hold the bodies of 26 Palestinians, including these two killed on Friday – some of the bodies held by Israel were killed over one year ago.
The Israeli military spokesperson claimed that the two men whose bodies were taken after being killed by the military Friday were members of the armed wing of Hamas.
But regardless of their political affiliation, on Friday the men were participating in a non-violent direct action at the border that involved all political parties and factions in Palestine.
The two men were among a total of 17 Palestinians killed by Israeli forces on March 30th at the Land Day protests. The Israeli military also injured at least 1416 Palestinians. 758 were shot by live ammunition, and 148 injured by rubber-coated steel bullets. The others were injured by tear gas, concussion grenades and other so-called ‘non-lethal’ weapons.
At least twenty of the wounded Palestinians suffered life-threatening injuries, especially since the soldiers used exploding bullets.
According to the Palestinian Center for Human Rights, this huge number of victims proves that the Israeli forces continue to commit further crimes and use of excessive force against Palestinian civilians in disregard for their lives upon an official political decision. PCHR emphasizes that before occurrence of demonstrations –previously declared by the organizers as peaceful demonstrations only calling for implementation of United Nation (UN) Resolution 194 and raising only Palestinian and UN flags-.
PCHR notes that the Israeli forces sent threatening letters to intimidate the organizers and Gaza Strip residents in addition to deploying snipers and dog sniffer unit along the borders with Gaza as declared by Spokesperson of the Israeli Army on his Facebook page. The spokesperson also threatened that “ if needed, we will respond in the center of the Gaza Strip against those behind these violent protests,” hinting about committing crimes of extra-judicial killings (assassinations).
