Ashraf al-Qidra, a spokesman of the Palestinian ministry of health, said that among Shujaiyya's victims were family members of senior Hamas leader Khalil al-Hayya. He identified them as Osamah Khalil al-Hayya, his wife Halah and his sons Khalil and Umamah.
Al-Qidra highlighted that the last few hours were the “fiercest” against Palestinian houses. Residents, he said, have been appealing for help since midnight saying that large numbers of people have been killed or injured in the houses as shells continued to hit them from all directions.
Al-Qidra highlighted that Israeli forces denied ambulances access to attacked houses to evacuate victims despite the uninterrupted efforts to coordinate through the International Committee of the Red Cross.
“The Israeli occupation forces told the Red Cross Committee that Shujaiyya was a closed zone because of military operations,” the medical official explained.
As a result, added al-Qidra, Palestinian ambulance teams decided to take the risk and access victims despite the Israeli military orders.
Among the victims in Shujaiyya, according to al-Qidra, were teenage girl 14-year-old Hiba Hamid Sheikh Khalil and 38-year-old Muhammad Ali Jundiyya.
Three unidentified bodies were also received at al-Shifa Hospital Sunday morning.
Earlier, the body of 52-year-old Tawfiq Marshoud was evacuated.
In Rafah in the southern Gaza Strip, medical sources said three Palestinians were killed Sunday morning. Al-Qidra identified them as 23-year-old Hamid Abu Fuju, 26-year-old Ahmad Zanoun and 21-year-old Suhayb Abu Qurah.
In addition, an Israeli airstrike on house of the Muammar family killed three brothers. Medical sources said Anas Yousif Muammar died of his wounds shortly after his brothers Muhamamd, 30, and Hamzah, 21, were killed in al-Juneina neighborhood of Rafah. Ten others were injured in the attack.
Also in Rafah, al-Qidra said 56-year-old Husni Mahmoud al-Absi was killed by an Israeli raid which injured five others.
Fahmi Abdul-Aziz Abu al-Said, 29, was also killed Sunday in the central Gaza Strip.

Gaza firefighters and ambulance services have been informed that they can’t access the eastern Gaza Strip areas without coordination with Israel through the Red Cross, an official said Saturday.
Director of Gaza Strip’s civil defense services Said al-Saudi was quoted on the website of the former Gaza ministry of interior as saying that “the Red Cross notified us that ambulances and firefighting vehicles can’t access the eastern Gaza Strip areas near the borders with Israel without coordination through the Red Cross Committee.”
He added that “so far there has been no coordination.”
Al-Saudi called upon Palestinian residents to use whatever first aid means they have and to try to extinguish blazes themselves until rescue teams manage to access them.
Meanwhile, fires broke out in dozens of Palestinian houses as a result of Israeli artillery shells fired haphazardly at Palestinian neighborhoods near the border with Israel.
The ministry of interior published on its website numbers of the Red Cross urging citizens to try to call in case ambulances and firefighters fail to arrive and help them.

Chart of Israeli ceasefire violations (UN/OCHA chart)
A Hamas-affiliated website has published the ceasefire terms that Hamas and Islamic Jihad have reportedly submitted to the U.S. through a Qatari intermediary. The terms include an immediate cessation of military operations and the end of the siege of Gaza that has been ongoing since 2006.
The proposal includes a requirement that the U.S. must be responsible for ensuring that Israel does not violate the terms of the ceasefire.
Youssef Munayyer, the head of the Palestine Center in Washington DC, told reporters with Al Jazeera America that only the U.S. has the ability to holding Israel accountable for cease-fire violations, but "They have not demonstrated the political will in doing so in the past."
The ceasefire initiative includes:
1. Mutual and immediate cessation of fire.
2. Mutual cessation of military and security operations.
3. Total lifting of the siege of Gaza and opening the border crossings for goods and people and allowing in food, industrial, fuel and construction supplies, expanding the maritime fishing zone to 12 miles, in addition to removing the buffer zone and implementing reconstruction projects.
4. Full commitment to the prisoners’ swap deal reached on 1/10/2011 under Egyptian mediation, and the release of all the Palestinians detained since 12 June 2014, including Palestinian Legislative Council Speaker Dr. Aziz Dweik, in addition to the reopening of public institutions and improving the conditions of Palestinian prisoners.
The ceasefire implementation mechanism:
1. Determination of a zero hour for implementation of all requirements of the ceasefire.
2. Full commitment to the ceasefire under US supervision.
3. Mutual cessation within 6 hours of its announcement.
Previous ceasefire agreements (in 2009 and 2012) have faced repeated violations by Israeli forces, with no enforcement mechanism to ensure compliance with the ceasefire.
According to Munayyer, quoted by Al Jazeera, “Within the first 30 days after the cease-fire was agreed upon, no rockets were fired at Israel. Israel, however, killed two Palestinians, injured more than 40 and detained dozens of fishermen. If the Palestinians violated the cease-fire and fired a projectile into Israel, Israel retained the independent capacity to hold them accountable for that and they did at will and on a regular basis if they had to. But the same could not be said on the Palestinian side, because they do not have the capacity to hold the much mightier Israeli side to account for violations.”
In 2009, after 3 ½ weeks of invading Gaza and killing over 1400 Palestinians, at least 1100 of whom were civilians, Israel declared a unilateral ceasefire and withdrew on January 19th, 2009 – the day before the inauguration of Barack Obama as President of the U.S.
Hamas and Islamic Jihad then declared a ceasefire as well, and laid out terms for the continuation of the ceasefire long-term, but Israel never agreed to or complied with these conditions. The main condition was that Israel lift its siege on Gaza’s air, sea and land.
According to Al Jazeera, “In the days after the [2009] cease-fire, Israel opened fire on Palestinian farmers close to the border and fishermen in the sea who thought the cease-fire allowed them to cultivate their land and fish six nautical miles off the coast. Riyad Mansour, Palestinian ambassador to the U.N., complained that the attacks were violations of the cease-fire. Within the first 30 days after the cease-fire was agreed upon, no rockets were fired at Israel. Israel, however, killed two Palestinians, injured more than 40 and detained dozens of fishermen.”
The current ceasefire proposal, which was reportedly passed to U.S. Secretary of State John Kerry on Saturday, has not been mentioned by either U.S. or Israeli officials.

Hospital staff and international activists, from the U.S., Sweden, and the UK, attempted to travel to the recently bombed el-Wafa hospital, in an attempt to retrieve salvageable medical supplies.
International Solidarity Movement
The staff and activists were forced to retreat.
When they arrived at the hospital it was, “still smoking from the attack this morning,” stated U.S. International Solidarity Movement (ISM) activist, Joe Catron.
Charlie Andreasson, Swedish (ISM) activist, states, “We were waiting to get clearance from the Red Cross to go back to el-Wafa. This is urgent because without medicine, the patients cannot receive proper treatment, and coordination through the Red Cross has not been possible.”
Previous attempts by the Red Crescent to enter the Shajaiya neighbourhood to retrieve wounded people from this area were met with live ammunition from the Israeli army. El-Wafa hospital is just outside of Shajaiya.
On July 17th, the Israeli military fired rockets and shelled the hospital, forcing patients to be evacuated to Al Sahaba medical complex.
Basman Alashi, executive director of el-Wafa hospital told ISM, “Due to the emergency evacuation we were forced to move quickly, and had to leave behind important medication, supplies are now running low.”
The embassies of the international activists were informed by the ISM, and asked to do everything in their power to fulfil their responsibility to ensure that Israel respects international law and does not target this delegation of Palestinian and international human rights defenders.
The staff and internationals may try to retrieve supplies again, for now it was impossible.
