Continued Assassinations and Extra-Judicial Killings
‘Emad Suleiman Mahmoud (El-Dik) Abu Sneineh, 27, from Hebron, father of three children, was killed.
On Wednesday, at approximately 07:30 local time, Abu Sneineh stopped his car, a white Mazda, in front of his house in Um Al-Dalia neighborhood, south of Hebron. When he was about to get out of the car, an undercover unit of the Israeli occupation forces fired at him from a distance of approximately 100m, killing him with five live bullets.
According to eyewitnesses, members of the undercover unit were in a white Mercedes 711 truck that stopped approximately 100m away from Abu Sneineh’s car and willfully fired at him. The car of the murderers escaped to a location of the Israeli liaison forces.
According to medical sources at ‘Aalia Hospital, Abu Sneineh was hit by five bullets, one in the left eye, three in the chest and one in the right thigh.
Abu Sneineh’s house is in an area under the jurisdiction of the Palestinian National Authority in Hebron. It is approximately 500m away from demarcation lines in the city. Abu Sneineh was a smith and was known as a Fatah activist in Hebron.

Despite increasing international criticism, Israeli occupation forces continued to carry out a policy of liquidating those whom the Israeli government of Ariel Sharon considers “Intifada activists.” This week witnessed two new extra-judicial killings that resulted in the death of two Palestinian civilians.
On Monday, at approximately 16:30 local time, an undercover unit of the Israeli occupation forces assassinated Nasser Ismail Zeidia, 22, from Qalandya refugee camp near Jerusalem.
The incident took place near a military site of the Israeli occupation forces in Kufor ‘Aqab at Ramallah-Jerusalem road, north of the refugee camp. According to eyewitnesses, members of the undercover unit, who were travelling in an Israeli civilian car, chased Zeidia in his car, while shooting at him.
They continued shooting even after the car had stopped. Then, an Israeli car arrived at the area. Two persons in plainclothes got out of it and pulled the driver out of the car, while pointing their guns at him. The driver was bleeding and moving. On Sunday afternoon, Israeli occupation forces assassinated ‘Aamer Mansour El-Hudeiri, 22, from Tulkarm.
At approximately 16:45 local time, an Israeli combat helicopter fired a rocket at a Palestinian civilian car, a white Suzuki, which was travelling from the north to the center of Tulkarm. The rocket exploded directly in front of the car. Due to the heaviness of the explosion, the car turned back. Then, another rocket hit the car and fire broke out. On Saturday, Israeli occupation forces fired two rockets at a convoy of cars accompanying Marwan Bargouthi, Secretary of Fatah Movement in the West Bank and Member of the Palestinian Legislative Council. A rocket hit one car, injuring its driver with a first-degree burn in the face and the chest and a bystander. These civilian cars were moving from the headquarters of the High Committee of Fatah Movement in Al-Bireh.
As soon as they were approximately 150m away from the headquarters, a rocket was fired at one car, driven by Muhannad Munib Sa’id Abu El-Halawa, 23. The rocket missed its target and Abu El-Halawa jumped out of the car before it was hit. The car was completely destroyed, while Abu El-Halawa was injured.
A bystander, ‘Omar Saleh ‘Eissa, 70, was also injured in the right hand and the feet.
Information about the source of fire varied. While media sources said that Israeli combat helicopters fired the two rockets at Abu El-Halawa’s car, the Palestinian Society for the Protection of Human Rights and the Environment (LAW) asserted that the rockets were fired from “Psagot” settlement east of Al-Bireh, approximately 1km away from the headquarters of Fatah Movement.
Later, Israeli occupation forces claimed that they did not target El-Bargouthi, but instead were aiming for Abu El-Halawa, an officer of Force 17 (the Palestinian President’s Guard) and a Fatah activist in Ramallah and Al-Bireh. They claimed that Abu El-Halawa was responsible for a number of attacks against settlers.

Eight Victims of an Assassination in Nablus
On Tuesday afternoon, Israeli occupation forces carried out the worst assassination of its kind since the outbreak of Al-Aqsa Intifada. Eight Palestinian civilians – two Hamas political leaders, a Hamas activist, the secretary of the Palestinian Center for Studies and Media, two journalists and two passing children – were killed.
At approximately 13:50 local time, a US-made Israeli Apache helicopter gunship fired two rockets at the office the Palestinian Center for Studies and Media, located on the second floor of a residential building in Nablus. Inside, Hamas political officials Jamal Mansour and Jamal Salim were giving an interview with Mohammed El-Bishawi of An-Najah press office and ‘Othman Qatanani from Nablus press office. The office of the center, directed by Jamal Mansour, was destroyed.
Six Palestinian civilians who were in the office, and two passing children, were killed. They were:
9) Jamal ‘Abdel-Rahman Mohammed Mansour, 41, from Balata refugee camp;
10) Jamal Salim Damouni, 42, from ‘Ein Beit El-Ma’ refugee camp;

The two children were on a visit to their uncle in Nablus. Furthermore, three civilians were injured:
1) Jihad Salim Damouni, 25, from ‘Ein Beit El-Ma’ refugee camp, Jamal Salim’s brother, injured by shrapnel throughout the body;
2) Ahmed Ismail Abu Shallal, 31, a researcher in the Internal Solidarity Institution, seriously injured by shrapnel in the head; and
3) Taghrid Fyez Abu Ghudeib, 42, from Nablus, seriously injured by shrapnel in the head while she was passing near the targeted building.

Assassinations in Jenin and Nablus
On Wednesday, July 25, 2001, the Israeli occupation forces assassinated Salah Nour El Din Darwazeh, 38, from Nablus, when an Israeli combat helicopter fired six rockets at his car at the western entrance to Nablus.
PCHR learnt that at approximately 12:15 local time, Darwazeh was traveling in his own car on Haifa Street towards Nablus. When he was approximately 20m away from Tamimi fuel station, an Israeli combat helicopter fired two rockets at his car, but they missed. Darwazeh tried to move to the other side of the road. When he drove the car 15m forward, the Israeli combat helicopter fired four rockets at the car, destroying it and killing Darwazeh.

Assassinations in Jenin and Nablus
This week, Israeli occupation forces assassinated two Palestinians. On Monday, July 23, 2001, at approximately 16:30 local time, Israeli occupation forces accompanied by an undercover unit in plainclothes moved into ‘Aanin village, west of Jenin. They surrounded the house of Mustafa Yousef Hussein Yassin, 26, and killed him.
PCHR was informed that Yassin was with his wife and their child in the house when they heard sounds of unusual movement outside the house. He opened a window to check what was going on. Then, he came back and told his wife that Israeli occupation forces were surrounding the house and started to reassure her. As soon as Yassin complied with the Israeli soldiers’ demands to open the door to his house, Israeli soldiers fired a live bullet at him from 1m, wounding him in the chest. He turned back, but the Israeli soldiers fired another live bullet, hitting him in the back. Yassin fell down to the ground bleeding.
In her testimony to the Palestinian Society for the Protection of Human Rights and the Environment, Yassin’s wife stated that she was standing near her husband, carrying her child, when Yassin fell down.
She asked the Israeli soldiers to help him, but they pointed their guns at her and forced her to get out of the house away from her husband. She added that her husband bled for 40 minutes without Israeli soldiers offering him help, while she was shouting and crying. When the Israeli soldiers were certain that Yassin was dead, they took his body into a military vehicle and left the area.

The other crime targeted a Hamas activist in Bethlehem. He was killed along with three of his relatives who were with him at the same house. On Tuesday, July 17, 2001, at 16:05 local time, two combat helicopters of the Israeli occupation forces fired three rockets at a Palestinian house, owned by ‘Omar Ahmed Sa’adeh, in Al-Mawaleh Mount in Bethlehem, destroying it. S’adeh and three another Palestinians were killed and ten Palestinians, including a number of women and children, were injured.

7) Mohammed Saleh S’adeh, 29; and

Assassinations and Extra-Judicial Killings
This week, the Israeli occupation forces committed new crimes of political assassinations and extra-judicial killings, in the context of a policy adopted by the Israeli government. In two separate crimes, five Palestinians were killed in ways similar to those which the Israeli occupation forces and security services have used in the past months to carry out such operations.
In the first crime, the Israeli occupation forces assassinated Fawaz Bashir Badran, 27, from Deir El-Ghusoun village and resident of Tulkarm. On Friday, July 13, 2001, at approximately 14:35 local time, Badarn was going back home in the western part of Tulkarm after he had done the Friday prayer, when a car exploded as soon as he passed by it. Badran was instantly killed.
According to Palestinian official sources, the car was exploded by a remote control, and Israeli intelligence is responsible for the assassination of Badran. It is worth mentioning that Badarn, the sole son of his mother and father of three children, was an activist of the Palestinian Islamic movement. He had an M.A. in the Islamic Legislation from the Jordanian University and was a teacher in Al-Aqsa schools.

An Assassination in Jenin
On Sunday, July 1, 2001, the Israeli occupation forces assassinated three Palestinian civilian activists of the Intifada. At approximately 23:15 local time, a combat helicopter of the Israeli occupation forces bombarded a Palestinian civilian car that was traveling at the junction of Al-Jarba village on its way from Jenin to Tammoun village. The car was completely destroyed and its three occupants were killed. The deceased are:
4) Mohammed Ahmed Suleiman Bisharat, 28, from Tammoun village near Jenin;
5) Walid Rasmi Sadiq Bisharat, 20, from Tammoun village near Jenin; and
6) Sameh Nouri Dhib Abu Huneish, 22, from Beit Dajan village near Nablus.
Israeli media and governmental sources claimed that the three young men intended to wage attacks against Israeli targets and that the strength of the explosion of the car was attributed to explosives that were inside the car. However, according to investigations carried out by PCHR and other human rights organizations, the three young men were on their way back home after they had consoled the family of a Palestinian martyr in Jenin refugee camp. Investigations also proved that the car was hit by eight rockets.
It is worth mentioning that this crime was the second of its kind in one week, after Ussama Fathi Ibrahim Jawabreh, 29, from Nablus was killed in what is believed to have been an extra-judicial execution, when a public phone cabin was exploded on Sunday, June 24, 2001. Additionally, two children passing by, Malak ‘Abdel-Nasser Shabaru, 2, and her brother ‘Ammar, 4, sustained multiple shrapnel wounds.
According to PCHR’s documentation, this is the 17th extra-judicial execution committed by the Israeli occupation forces since the outbreak of Al-Aqsa Intifada on September 29, 2001. As a result of these assassinations, 19 Palestinian activists and 7 civilian bystanders have been killed. According to information and reports received by PCHR, the Israeli security services have attempted other assassinations, but these attempts either were hampered by Palestinian security services or resulted only in injury of those targeted.
One of the failed assassination attempts targeted Mohammed Ahmed Suleiman Bisharat, a victim of the most recent crime, on June 3, 2001. Bisharat was then driving his car in the eastern part of Tammoun village when a bomb, apparently planted by Israeli security services, exploded 5m away from his car. At the same time, an Israeli helicopter was flying over the area. It is believed that the helicopter detonated the bomb by remote control. Bisharat survived this attack.

Additionally, two children passing by, Malak ‘Abdel-Nasser Shabaru, 2, and her brother ‘Ammar, 4, sustained multiple shrapnel wounds.
According to PCHR’s documentation, this is the 17th extra-judicial execution committed by the Israeli occupation forces since the outbreak of Al-Aqsa Intifada on September 29, 2001. As a result of these assassinations, 19 Palestinian activists and 7 civilian bystanders have been killed. According to information and reports received by PCHR, the Israeli security services have attempted other assassinations, but these attempts either were hampered by Palestinian security services or resulted only in injury of those targeted.
One of the failed assassination attempts targeted Mohammed Ahmed Suleiman Bisharat, a victim of the most recent crime, on June 3, 2001. Bisharat was then driving his car in the eastern part of Tammoun village when a bomb, apparently planted by Israeli security services, exploded 5m away from his car. At the same time, an Israeli helicopter was flying over the area. It is believed that the helicopter detonated the bomb by remote control. Bisharat survived this attack.

Israeli occupation forces, positioned at the border with Egypt south of Rafah, exploded a bomb only 4m away from a Palestinian house in Block “O” area in Rafah refugee camp. The house’s owner, Mahmoud Hamdan Hussein Abu Jazar, 67, was injured with shrapnel in the pelvis and the right ear.

At approximately 15:00 local time, a bomb exploded in the car of ‘Emad Mahmoud Abu Dhiab, 24, from Tulkarm refugee camp, while he was driving it. He was seriously injured.
Abu Dhiab, a political activist of the Islamic Jihad, drove his car, which he had stopped approximately 50m away from his house in Muraba’at Hannoun neighborhood in Tulkarm refugee camp, for several meters before it exploded. Abu Dhiab was seriously injured in the head, the neck, the face and several parts of the body.
Additionally, a passing civilian, Mahmoud Abu Sayat, 19, was inured with shrapnel in the head. The car, a red 1988-made Peugeot, was completely destroyed. The blast was apparently planned by the Israeli occupation forces in an assassination attempt against Dhiab.

While the area did not witness any clashes, members of the unit opened fire on Palestinian security men from a distance of approximately 200m and withdrew to their military sites, approximately 1,500m to the west of the Palestinian post.

Report on Extra-Judicial killings Committed by the Israeli Occupation Forces September 29, 2000 – April 25, 2001
Introduction:
This report highlights one of the most horrible aspects of the excessive use of force committed by the Israeli occupation forces against Palestinian civilians in the Occupied Palestinian Territories since the outbreak of the Al-Aqsa Intifada: Assassinations.
Assassinations are usually carried out by elite units of the Israeli occupation forces, which are called special units, death teams, and sometimes Al-Musta’reboun (Arabianizers).
In three cases, combat helicopters were used to target the victims.
The Israeli occupation forces resorted to the assassination policy in the early stages of the Al-Aqsa Intifada by relying on the justification that Israel is in “an armed conflict” that permits it to assassinate those who attack Israelis or plans to carry out “terrorist” attacks against Israeli soldiers and civilians.
In some cases of these extra-judicial killings, it was easy to arrest targeted persons without any resistance.
However, by killing these persons, the Israeli occupation forces apparently aimed at terrifying the Palestinian people and at retaliating against those who were allegedly engaged in military attacks against Israeli targets.

After an officer of Force 17 (the Palestinian President’s Guard) was assassinated on February 13, 2001, former Israeli Prime Minister Ehud Barak praised the operation, stating that it was part of the policy of Israel to combat those “who threaten the security of Jews. |
In his comment on the death of two Israelis in Tulkarm, former Israeli Deputy Defense Minister Ephraim Sneih said: “We will continue to target terrorists accurately … There is no magical cure in this war, but carrying out specific operations against terrorists engaged in attacks is the most effective means.
When he was asked whether Israel adopted an assassination policy against Palestinians, Brigadier General Beni Gantz, the commander of the Israeli occupation forces in the West Bank, said:
“You said ‘assassination’, not me. We act out of necessity, and we will not stop acting this way as long as there are threats.”
Israeli Chief of Staff Shaul Mofaz quoted the Israeli military Attorney General when he said that “the Israeli occupation forces are authorized and allowed by the Israeli military law to assassinate “enemies” in Palestinian areas in exceptional or unusual cases in order to protect the lives of people and when there is no other option…
The Israeli army will continue to use all means, including assassinations.”
Former Israeli Prime Minister Ehud Barak stated: “If there are people who shoot at us to kill us, our only option will be to respond. A country under terrorist threats has to confront this.”
The Israeli government does not hesitate to claim responsibility for such crimes against Palestinian civilians. It claims that extra-judicial killings of whom it calls “terrorists” deter those who would commit “terrorist” acts.
In all cases of extra-judicial killings committed by the Israeli occupation forces, the Israeli government failed to prove that the victims were engaged in attacks against Israeli soldiers and settlers.
These operations are usually carried out without any investigation, and after each operation, Israeli sources refer to the victim’s activities ambiguously.
The Israeli government considers that targeting activists of Palestinian organizations is a successful policy since many activists from the Fatah Movement, from Hamas and from Islamic Jihad, which are accused by Israel of leading the Intifada, were killed.

El-Natsheh was wounded with a medium caliber bullet in the left arm when Israeli occupation forces opened fire on him from heavy machine guns as he was getting out of his car near his house in Ra’s Al-Joura neighborhood, at the northern entrance of Hebron.
This area is located near the dividing line of the part of Hebron controlled by the Israeli occupation forces. El-Natsheh scrambled to escaped and sheltered behind a nearby concrete column. The shooting lasted for five minutes and came from came from Israeli occupation forces positioned on the roof of a Palestinian house in the Israeli controlled area of Hebron. El-Natsheh was evacuated to Al-Ahli hospital in Hebron for treatment.

At approximately 14:40 local time, Hardan was using a phone across the street from the Palestinian Department of the Interior in Jenin, when the booth exploded, instantly killing him. Later, the Israeli occupation forces claimed responsibility for Hardan’s death.
Hardan was an Islamic Jihad activist and had been detained by the Palestinian National Authority since the beginning of November 1998. Before his death, he was detained in Jenin military prison, but he was allowed a few hours leave daily for his academic study.

In the afternoon, the Israeli occupation forces committed a new assassinated Mohammed ‘Atwa ‘Abdel-‘Al, 26, from Al-Salam neighborhood in Rafah, was killed. This crime, the latest in a growing record of assassinations and extra-judicial killings during the past six months, represents a serious escalation against Palestinian civilians. The Israeli government has openly declared a policy of extra-judicially killing and assassinating and Palestinians.
At approximately 12:40 local time, Israeli combat helicopters flew over Rafah and fired three rockets at a a white civilian car, a Peugeot Thunder. At the time, the car was on Khaled Ben Al-Walid Street in Al-Barazil neighborhood, adjacent to the border in the south of Rafah. The two direct hits on the car killed its driver Mohammed ‘Atwa ‘Abdel-‘Al.
PCHR’s field officer in Rafah reported that the car was completely destroyed and that ‘Abdel-‘Al’s body completely burnt. ‘Abdel-‘Al’s body was removed from the scorched vehicle to Al-Joneina hospital in Rafah. Furthermore, a taxi behind ‘Abdel-‘Al’s car was destroyed.
Its driver ‘Omar Sahqfeh miraculously survived because he and the passengers fled as soon as they heard the first explosion. Additionally, two passing civilians, including an 11-year-old child who was on her way back from school, were evacuated to Al-Joneina hospital in Rafah after they suffered a nervous breakdown.
It is worth mentioning that the policy of assassination and extra-judicial killing carried out by the Israeli occupation forces against Palestinian civilians resulted in killing 17 Palestinians in the past six months. This includes six civilian bystanders who were not targets.
This incident increased tension in Rafah and throughout the Occupied Palestinian Territories. During the funeral ceremony of ‘Abdel-‘Al in Rafah, clashes erupted between Palestinian civilians and the Israeli occupation forces, near Salah El-Din Gate on the border in Rafah.
The Israeli forces opened fire on Palestinian civilians, wounding a 15-year-old child from Al-Shaboura refugee camp in Rafah, Sa’id Amin El-Khayat, , with a live bullet in the head. He was evacuated to the intensive care unit at Shifa’ hospital in Gaza City in critical condition.
Furthermore, the child Fadi ‘Ali Joudeh, 13, was wounded with shrapnel throughout the body.
In the afternoon, similar clashes erupted near Al-Mentar (Karni) Outlet, to the east of Gaza City, during which Nedal ‘Ezzat El-Sheikh Khalil, 17, from Al-Shojaeya neighborhood in Gaza City, was wounded with a live bullet in the abdomen. Before this, in the morning, Ashraf Mohammed El-Sayed, 17, from Jabalya refugee camp, was wounded with a live bullet in the right hand, when the Israeli occupation forces fired at a number of Palestinian youth who were demonstrating near Erez industrial zone in the north of the Gaza Strip.
In the afternoon, the Israeli occupation forces committed a new assassinated Mohammed ‘Atwa ‘Abdel-‘Al, 26, from Al-Salam neighborhood in Rafah, was killed. This crime, the latest in a growing record of assassinations and extra-judicial killings during the past six months, represents a serious escalation against Palestinian civilians. The Israeli government has openly declared a policy of extra-judicially killing and assassinating and Palestinians.
At approximately 12:40 local time, Israeli combat helicopters flew over Rafah and fired three rockets at a a white civilian car, a Peugeot Thunder. At the time, the car was on Khaled Ben Al-Walid Street in Al-Barazil neighborhood, adjacent to the border in the south of Rafah. The two direct hits on the car killed its driver Mohammed ‘Atwa ‘Abdel-‘Al.
PCHR’s field officer in Rafah reported that the car was completely destroyed and that ‘Abdel-‘Al’s body completely burnt. ‘Abdel-‘Al’s body was removed from the scorched vehicle to Al-Joneina hospital in Rafah. Furthermore, a taxi behind ‘Abdel-‘Al’s car was destroyed.
Its driver ‘Omar Sahqfeh miraculously survived because he and the passengers fled as soon as they heard the first explosion. Additionally, two passing civilians, including an 11-year-old child who was on her way back from school, were evacuated to Al-Joneina hospital in Rafah after they suffered a nervous breakdown.
It is worth mentioning that the policy of assassination and extra-judicial killing carried out by the Israeli occupation forces against Palestinian civilians resulted in killing 17 Palestinians in the past six months. This includes six civilian bystanders who were not targets.
This incident increased tension in Rafah and throughout the Occupied Palestinian Territories. During the funeral ceremony of ‘Abdel-‘Al in Rafah, clashes erupted between Palestinian civilians and the Israeli occupation forces, near Salah El-Din Gate on the border in Rafah.
The Israeli forces opened fire on Palestinian civilians, wounding a 15-year-old child from Al-Shaboura refugee camp in Rafah, Sa’id Amin El-Khayat, , with a live bullet in the head. He was evacuated to the intensive care unit at Shifa’ hospital in Gaza City in critical condition.
Furthermore, the child Fadi ‘Ali Joudeh, 13, was wounded with shrapnel throughout the body.
In the afternoon, similar clashes erupted near Al-Mentar (Karni) Outlet, to the east of Gaza City, during which Nedal ‘Ezzat El-Sheikh Khalil, 17, from Al-Shojaeya neighborhood in Gaza City, was wounded with a live bullet in the abdomen. At approximately 12:30 local time, the Israeli forces committed yet another willful extra-judicial killing, this time against Mahmoud Suleiman El-Madani, 25, from Balatta refugee camp, a student at the College of Legislation of An-Najah National University in Nablus.
According to eyewitnesses, after El-Madani exited a mosque at the entrance of Balatta refugee camp, adjacent to the main Nablus-Ramallah road, a civilian car suddenly stopped. Two undercover armed persons exited the car and opened fire on El-Madani from a distance of only 10m. They then got in the car and fled the area.
Eyewitnesses said at the same time, Israeli forces positioned on Jerzim Mount opened fire, providing cover to protect the assassins and enabling them to flee. El-Madani was wounded with three live bullets in the chest and the abdomen. He was immediately evacuated to Rafidya hospital in Nablus, where he was pronounced dead at approximately 18:00 local time.
Later, the Israeli occupation forces declared that an undercover unit committed the assassination. El-Madani was a political activist of the Palestinian Islamic Resistance Movement (Hamas).

This is the latest in a growing record of assassinations and extra-judicial killings that are part of a policy adopted by the Israeli government in blatant violation of International Humanitarian Law.
At approximately 9:45 local time, an Israeli combat helicopter flew over Gaza City and fired three rockets at a Palestinian civilian car, a white Hyundai. This car was inside areas under the control of the Palestinian National Authority, traveling on Salah El-Din Street (the main road between the north and south of the Gaza Strip) on the way from Gaza City to Jabalya.
