Fishing off Gaza coast to be limited; no imports or exports except humanitarian supplies on case-by-case basis; Hamas slams 'new crime against humanity'
Prime Minister Benjamin Netanyahu said on Monday that Israel will close the Kerem Shalom border crossing with Gaza over the airborne firebombs being sent into Israel in recent weeks.
"In agreement with the defense minister, we will act with a heavy hand against the Hamas regime in the Gaza Strip," Netanyahu said.
Hamas spokesman Fawzi Barhoum called the step "a new crime against humanity" that are against international law and human rights.
This was not the only step Israel is taking to counter the threat, Netanyahu said, but refused to elaborate. "As for Gaza, I've already told you that I have no intention to prematurely announce all of the steps we are taking," the prime minister told Likud lawmakers. "There will be other steps which I won't detail."
In recent weeks Israeli fields and forests near the Gaza border have been set ablaze by incendiary kites and helium-filled balloons launched from the Strip. Some balloons carried small explosive devices in a new tactic.
Israel has accused Hamas of stoking violence in an attempt to deflect domestic opinion from Gaza's energy shortages and faltering economy.
Kerem Shalom is the only crossing for goods into the Gaza Strip. There are two other crossings whose use is limited. The Erez crossing is used for people only. The Rafah crossing, on the border with Egypt, opens from time to time to allow the passage of goods and construction materials.
The IDF spokesperson's office said in a statement that the crossing was being shut "in light of the continuation of arson terrorism and other terror attempts" lead by Hamas, and that the step had been recommended to Netanyahu by the IDF Chief of Staff Gadi Eisenkot.
The crossing would be shut to all good but humanitarian supplies such as food and medicine, the IDF said, adding that such supplies would be allowed into Gaza only on the basis of case-by-case approval by the government's coordinator for the terroritories.
"There shall be no import or export of any goods to and from the Gaza Strip," the statement said.
Gaza fishermen would also be limited to fishing just six nautical miles out to sea, rather than nine miles as had been permitted for the season until Monday, the IDF said.
Defense Minister Avigdor Lieberman said he had ordered stiffer measures taken at all the crossings.
"They are burning grasslands and fields on a daily basis," Lieberman said, adding that the entire land area that had been torched thus far by burning kites and other incendiary devices was roughly equal to the land areas of Israeli cities such as Netanya and Rehovoth.
"We do not intend to take this and continue on in this fashion. I suggest that they first of all straighten out and stop the provocations along the fence and the fires," Lieberman said.
"In the coming days we will make it more difficult at all the crossings. This cannot go on like this. I have ordered the IDF to take some steps and they shall see that this cannot o on unilaterally," he added.
Mohammed Abu Jiyab, an expert on the Gaza economy and editor of a magazine on the subject said the closure of Kerem Shalom "will lead to the collapse of an economy already in crisis, bankrupt many businesses in the strip, and cost a loss of jobs that will worsen unemployment and seriously hurt the service sector."
On Thursday some 750 acres (3,000 dunams) of brush in the Negev's Gerar Riverbed were set alight as a reslt of either a burning kite or balloon sent from Gaza. There were seven other fires in the Shaar Hanegev region. Fires also erupted in several spots in the Gaza border region as well, including at Beeri and Kissufim.

Several incendiary balloons flown from the Gaza Strip on Saturday caused fires in 17 different locations in Israeli settlements near the border fence with the besieged Gaza Strip.
According to Israel Radio, Israeli extinguishing teams rushed to fire locations near the border amid failure to put an end to the incendiary kites and balloons from Gaza.
The Hebrew Hadashot 24 News said fires triggered by incendiary balloons from Gaza broke out near an Israeli military base in "Eshkol", and in other locations between settlements of Sderot and Niram and in the area of Kissufim outpost.

Israel's former War Minister Moshe Ya'alon has said that fields in the Gaza Strip should be set ablaze in response to the fire kites and balloons sent from enclave into nearby Israeli settlements.
According to Maariv newspaper, Ya'alon said that the Israelis should pursue an "eye for an eye" policy in response to the fire kites sent over the border fence.
Regarding Israel's threats against Hamas, Ya'alon said that "these are empty threats" and that ultimatums, which are only talk, damage deterrence.
As for the solution in Gaza, Ya'alon added that the policy should be one that the Palestinians understand that they have their own autonomy.
"Hamas is not interested in the 1967 borders, but Tel Aviv, Ashkelon, and the right of return. We have to explain this to the world," said Ya'alon.

An Israeli drone fired, Thursday, a missile at a Palestinian motorcycle east of Deir al-Balah, in central Gaza, causing damage.
Media sources in Gaza said the motorcycle, which was apparently parked, was destroyed by the missile, and added that the Israeli attack did not lead to any casualties.
As the Palestinians continue to hold the processions of the “Great Return March,” in several parts of the Gaza Strip, demanding independence and their internationally-guaranteed Right Of Return, the Israeli army continues to carry out frequent attacks against them.

Khalid Samir Shehdah Abdul ‘Aal 18
The Israeli occupation forces (IOF) on Monday announced that they killed a Palestinian, detained his body, and arrested two others near the border fence east of Rafah city, south of the Gaza Strip.
A spokesman for the Israeli occupation army said in a statement that a group of Palestinian youths crossed the border fence east of Rafah, armed with Molotov cocktails, and attempted to burn an abandoned Israeli military post.
The IOF tracked the youths and opened fire at them, according to the spokesman. One was killed and two others were arrested, one of whom was seriously injured.
A local source told the PIC reporter that the IOF stationed at the border fence opened fire at a group of Palestinian youths whose fate remained unknown.
The source added that the IOF soldiers advanced into eastern Rafah and kidnapped the injured youths.
Gaza's Ministry of Health announced that ambulance crews were able to save a 16-year-old Palestinian shot in the shoulder and transfer him to Yousef al-Najjar Hospital in Rafah city.
Israeli Army Kills A Palestinian, Injures Three, Then Abducts Two Of Them
Israeli soldiers killed, on Monday evening, at least one Palestinian, and injured three others, including two who were then abducted by the soldiers after being injured, and one teenager who was rushed to a Palestinian hospital in Rafah, in the southern part of the Gaza Strip.
The Israeli news agency Haaretz reports that the four young men were trying to cross the border into Israel when the Israeli army spotted them and began shooting.
But video footage of the incident published by Quds News shows that the soldiers had invaded the Gaza Strip and were well within Palestinian territory when they grabbed the young men and dragged them across to their military base.
The disturbing footage shows the soldiers pulling one young man who is lying motionless on the ground, picking him up by arms and legs and dropping him repeatedly as they drag him across the stony ground. It is unclear whether the young man was alive or dead at the time.
Although the Israeli military claimed that the young men were “armed with fireworks”, no evidence was presented to back this claim.
The army also alleged that the soldiers “heard shots being fired at them,” but there has been no confirmation for his claim.
Only one of the wounded Palestinians, a 16 year old child, managed to escape the army’s attempt to abduct him, and was rushed to Abu Yousef Najjar Hospital, in Rafah, suffering a gunshot wound to his shoulder.
The three other Palestinians were taken by the soldiers who invaded the Palestinian lands, near the border fence, and took them away.
A Palestinian medic said the Palestinians (as confirmed by the video footage) did not cross the fence, and that he and his colleagues were only twenty meters away from the wounded Palestinians.
“We tried to provide aid to the wounded Palestinians; we were just twenty meters away from them,” the medic said, “but the soldiers threatened to shoot us, and forced us away.”
It is worth mentioning that some media outlets have reported that two of the young Palestinians were killed, while others report that one was killed.
Because the Israeli military is holding three of them, the extent of their wounds is unknown, and it is unclear whether one or two of them are dead.
The Israeli army claimed that the Palestinians were carrying cutters and flammable materials, and “were attempting to set fire to a vacant Israeli military sniper post along the border fence.
The Israeli army issued a statement holding the Hamas movement in Gaza fully responsible for “all attempts to cross the border fence and attack military installations.”
So far, the names of the Palestinians, including the deceased, remain unknown as they, except the wounded teen who was rushed to a Palestinian hospital, have been captured by the army.
Update
According to PCHR’s investigation, at approximately 15:30 on the same day, Israeli forces stationed behind the border fence between the Gaza Strip and Israel adjacent to the Return camp, east of al-Shawkah village, east of Rafah, and fired live bullets at 4 civilians, including a child, who crossed the border fence and set fire to snipers’ site used by the Israeli soldiers to open fire at the protestors.
As a result, the child was hit with a live bullet to the upper limbs, but he was able to flee back to the Gaza Strip territories. An Israeli force detained 3 young men and announced later the death of one of them and the injury of another. The Israeli soldiers crossed the border fence and moved about 300 meters into the Gaza Strip lands and pulled the 3 young men into Israel.
The Israeli forces’ spokesperson Avijaa Adraei announced through his Twitter page that a military force opened fire at 4 saboteurs from the Gaza Strip who crossed the security fence into Israel while carrying Incendiary materials and Scissors for wires as they attempted to set fire into an empty site for Israeli snipers in the southern Gaza Strip.
The shooting and chase of the young men by the Israeli forces resulted in the death of one of them and the injury of another who was arrested along with the third young man. The killed was identified as Khalid Samir Shehdah Abdul ‘Aal (18) and the wounded civilian is Mohammed Ehsan ‘Oudah al-Natour (21), who was wounded to the abdomen and the lower limbs. Mohammed’s health condition is stable and he is under arrest along with Wasim Omer Mousa Abu Jazar (18), all of them from Rafah.
These 3 young men’s families received these information from the Palestinian Ministry of Civil Affairs (Palestinian Civil Liaison) on Tuesday afternoon, 03 July 2018, without explaining the fate of the young man’s dead body.

- In an excessive use of lethal force, Israeli forces killed a Palestinian and wounded 2 others, including a child, in the evening while they attempted to sneak into the border fence between the Gaza Strip and Israel in the southern Gaza Strip and return to the Gaza Strip. The Israeli forces could have used less deadly force and arrested the civilians as they were unarmed and did not pose any danger to the soldiers’ lives.

Fires broke out on Monday in several locations in the Eshkol settlement council following incendiary balloons allegedly flown from the Gaza Strip into Israeli-occupied territory.
Firefighting crews have reportedly been working at the scene to rein in the fires, Ynet News reported.
